This ambitious endeavor involves the construction of three ship berths, boasting a combined length of 800 meters, along with a sprawling 32-hectare backend port area, and an array of auxiliary facilities.

At the recent regular meeting in July 2024, the Standing Committee of the Nghe An Provincial Party Committee agreed on the adjustment of the project “Construction and Business of Cua Lo Deep-water Port.”

According to the direction, the Standing Committee agreed to allow International Marine Transport Development Investment Joint Stock Company (ITID) to invest in the construction of three berths belonging to the Cua Lo Deep-water Port project, including two berths for vessels up to 50,000 DWT and one berth for a 100,000 DWT vessel, with a total berth length of 800 meters, and auxiliary works such as a 1,550-meter-long breakwater, a connecting bridge from the leading bridge to the berth, a channel, a turning basin, and a mooring area.

Compared to the project’s scale previously approved by the Standing Committee for adjustment in February 2023, the Cua Lo Deep-water Port project will now have an additional berth, a longer breakwater, and enhanced capacity to accommodate vessels with a maximum deadweight of 100,000 DWT, up from 50,000 DWT.

The port’s backend area has also been adjusted, increasing the land area from 20 hectares to 32 hectares for the construction of facilities such as a container yard, a CFS (cargo consolidation station), warehouses, a general cargo yard, a bulk cargo yard, internal port roads, a parking lot, and a fuel station.

Concurrently, the sea area for the deep-water port has been expanded from 200 hectares to 208.15 hectares to build offshore port structures, including berths, breakwaters, connecting bridges to berths, turning basins, and maritime channels.

With the adjusted scale, the total investment capital for the project is estimated at VND 7,325 billion. The investment is divided into two phases: Phase 1 (2024-2028) with an investment of VND 5,250.804 billion, and Phase 2 (2029-2030) with an investment of VND 2,074.152 billion.

The project is expected to be implemented from Q2 2024 to Q4 2024, completing the necessary procedures as per legal regulations. In Phase 1, the focus will be on constructing berths 06 and 07 (50,000 DWT), a 1,200-meter breakwater, connecting bridge 01, maritime channels, and auxiliary works, with a timeline set from 2024 to 2028.

Phase 2, scheduled for 2029-2030, will involve the development of berth 05 (100,000 DWT), a 350-meter breakwater, connecting bridge 02, road yards, architectural works, and technical infrastructure.

Meeting Overview

The Cua Lo Deep-water Port is a vital transportation hub connecting Nghe An province to the national transportation network, including the Vinh International Airport, the Hanoi-Ho Chi Minh City railway, National Highway 1A, the coastal road, and National Highway 7C. It serves as a logistics hub for the region and provides the shortest gateway to the sea for Laos and northeastern Thailand.

However, the current infrastructure of the Cua Lo Deep-water Port cannot accommodate vessels with a deadweight of more than 50,000 DWT. As a result, most goods from Nghe An have to go through ports like Nghi Son, Vung Ang, and Hai Phong.

Hence, this project is undertaken with the expectation of ensuring synchronized connectivity between the deep-water port berths and the external transportation network via National Highway 7C (D4 road). It aims to facilitate sea transportation on a large scale, guarantee infrastructure synchronization for the implementation of the “Investment in Construction and Business of Cua Lo Deep-water Port” project, and create an attractive and efficient investment environment.
