Unlocking Project Potential: A Practical Approach to Overcoming Obstacles

In 2024, the Ho Chi Minh City People’s Committee has allocated a detailed plan for public investment capital of VND 79,263 billion. However, according to the State Treasury of Ho Chi Minh City, as of July 26, the city has only disbursed more than VND 11,800 billion, reaching 15% of the allocated capital.

Mr. Phan Van Mai stated that the city’s administration has held numerous meetings and issued a multitude of documents regarding this matter. This task is also being monitored daily, with weekly directives provided.

“Recently, there were two projects at risk of falling behind schedule and extending into next year: the Rach Xuyen Tam project and the Northern Bank of Kenh Doi project. I have taken responsibility for these projects, and I am pleased to report that they are now on track. If we maintain our focus, we can achieve disbursement this year. The application of the 2024 Land Law has resulted in compensation costs for these two projects exceeding VND 10,000 billion,” Mr. Mai illustrated, emphasizing that effective management requires addressing specific challenges in each project with a firm resolve to accomplish this within the year, rather than making vague generalizations.

With six months remaining, the city’s task is to disburse VND 10,000 billion each month. Mr. Mai acknowledged that while the peak for compensation and new projects typically occurs in the fourth quarter of 2024, close monitoring is essential to achieve a 95% disbursement rate.

Therefore, the Chairman of the Ho Chi Minh City People’s Committee requested that investors focus on accelerating construction progress, completing dossiers for disbursement, and providing commitments for monthly disbursement amounts.

The Department of Planning and Investment and the Office of the City People’s Committee are responsible for monitoring and providing timely directives. The Standing Committee of the City People’s Committee will directly visit construction sites and immediately address any obstacles to maintain the goal for the year.

Regarding real estate projects, the Chairman of the City People’s Committee requested that Vice Chairman of the City People’s Committee Bui Xuan Cuong and the Department of Construction concentrate on resolving obstacles. Mr. Mai shared that while there were initially only 1-2 projects, they have successfully facilitated the progress of 5 projects in the first six months. In the remaining six months, more efforts are needed to remove obstacles in these projects to ensure their construction and implementation, allowing capital to flow this year.

For social housing projects, out of the 47 projects facing challenges, Mr. Mai requested the Department of Construction to reassess and provide proposals for projects that can be prioritized.

Updates on key infrastructure projects in Ho Chi Minh City:

Ben Thanh – Suoi Tien Metro Line 1 Project: Over 98% completed. To enhance convenience for Metro Line 1 users, the city is implementing two additional projects: improving connectivity with 5 personal vehicle parking lots along the stations with a total area of nearly 5,500 m2 and introducing 18 new bus routes, taxi services, personal vehicles, and public bicycles connected to Metro Line 1.

Ben Thanh – Tham Luong Metro Line 2 Project: Almost completed the procedures for issuing compensation decisions for 584 out of 586 cases, achieving 99.6%. Specifically, Districts 1, 10, 12, Tan Binh, and Tan Phu have reached 100%, while the remaining 2 households in District 3 are being actively encouraged to hand over the land.

Component 1 of the City’s Ring Road 3 Project is divided into 14 construction packages, 10 of which have been tendered and are underway.

Component 2 of the City’s Ring Road 3 Project is expediting compensation progress. Currently, land handover has reached 99%; specifically, 1,675 out of 1,692 cases have been handed over, and 17 cases have not agreed to the handover (15 cases in Thu Duc City and 2 cases in Binh Chanh District). Local authorities are preparing the necessary procedures for compulsory land retrieval, expected to be completed by July 31, 2024.

Tham Luong – Ben Cat – Rach Nuoc Len Canal Improvement Project has 9 out of 10 construction packages underway for test piles, while the 10th package is in the process of compensating, supporting, and resettling affected residents (123 households in District 12 and 43 households in Go Vap District).
