Professor Vu Anh Tuan, Director of the Transport Research Center at the Vietnam-Germany University, shared his insights on the development of Ho Chi Minh City’s urban rail system. He noted that the city is working towards implementing the urban rail system as outlined in Conclusion No. 49-KL/TW of the Politburo, a process that will undoubtedly take a significant amount of time.
Given this, Prof. Tuan suggested that Ho Chi Minh City can immediately apply the TOD model on the soon-to-be-operational Metro Line 1 (Ben Thanh – Suoi Tien). There are a few stations along this line that meet the necessary standards, and by taking this step, the city can gain practical experience and make necessary adjustments along the way.
According to Prof. Tuan, three stations along Metro Line 1 have the potential for immediate TOD development, and the city should commence research, design, and bidding processes without delay. These stations include Ga Phuc Long, which can be integrated with the Truong Tho area; Ga Rach Chiec, which can be combined with the Rach Chiec Sports Complex and the redevelopment of the northern area; and lastly, Ga Suoi Tien, which can be linked to the new Eastern Bus Station, revitalizing this area and improving transportation in the city’s gateway zone.
“With these three stations, the Departments of Planning and Architecture, Transport, and Natural Resources and Environment can collaborate to develop detailed planning, designs, and investment models for these areas. This can generate significant value for the city, potentially reaching billions of USD, which can then be utilized as seed money for other lines,” Prof. Tuan emphasized.
Prof. Tuan further proposed that the revenue generated from the TOD development be directed towards a dedicated fund solely for the advancement of urban rail lines. He acknowledged that while some lines may present more opportunities for TOD implementation than others, having a centralized fund ensures a more balanced and sustainable approach to the city’s transportation development.
