This was one of the new areas and items that the Market Management Force inspected and handled in the field of e-commerce.

Mr. Ph.’s facility mainly traded in car screens and dashcams under the brands Oledpro and X7 Metal Shell.

Suspicions arose from a product introduction post on the e-commerce platform Shopee, advertising car screens under the brand name Oledpro, sold by a store named “Oledpro Screen Warehouse”. The post exhibited signs of violation, prompting the e-commerce team to swiftly verify the business location associated with this account.

The e-commerce inspection team from the General Department of Market Management arrived at 22 Cau Dat Street, Chuong Duong Ward, Hoan Kiem District, Hanoi, to inspect Mr. Ng.C.Ph, born in 1998 in Ha Nam, for compliance with laws in the production and trading of goods and services. This address is a building where Mr. Ph. rents a room to store and trade goods.

However, after six hours of waiting at the inspection site, the entrance to the goods storage area remained closed, with the lights off and the door locked from the inside, despite the inspection team’s persuasive words and the landlord’s constant urging to allow the inspection.

At 8 PM, when Mr. Ng.C.Ph, the owner of the facility, arrived and instructed his employees to cooperate, the door was finally opened, allowing the inspection team to perform their assigned tasks.

After announcing the inspection decision and explaining the relevant contents regarding compliance with the law in the production and trading of goods and services, the owner and his staff cooperated with the inspection team to carry out the inspection in accordance with the issued decision.

At the time of the inspection, the authorities confirmed that Mr. Ng.C.Ph was operating as a household business but did not have a Certificate of Business Registration as required by law.

Mr. Ph.’s facility mainly traded in car screens and dashcams under the brands Oledpro and X7 Metal Shell. However, the labels on these products did not indicate their origin or manufacturer; there was no organization or individual held accountable for the goods, and no invoices or documents were provided to prove their origin.

During the physical inspection, the team recorded 34 car screens of various Oledpro and X7 Metal Shell models and 95 X7 Metal Shell car dashcams. The total value of this batch of goods, according to the listed prices, exceeded 130 million VND. None of these items had any invoices or documents to prove their origin.

When questioned, Mr. Ph. admitted that his facility had purchased all these goods from unknown sources without invoices or documents, and he could not provide the names or addresses of the sellers.

Regarding the inspection of compliance with e-commerce regulations, Mr. Ph. denied ownership of the account httpss://shopeee.vnn/gbtechh_tongkhomanhinholedpre, which the inspection team had identified as violating the law. Instead, he claimed ownership of the account https://shopee.vn/nguyencongphan12?is_from_login=true.

Soon after, the e-commerce team determined that Mr. Ph. personally used the latter Shopee account, with the name DC Auto 9 and over 5,000 followers, to sell Oledpro car screens and dashcams.

In addition to selling on the Shopee platform, a large quantity of these goods was also traded directly at 22 Cau Dat Street, Chuong Duong Ward, Hoan Kiem District, Hanoi.

The inspection team proceeded to temporarily confiscate and seal all the aforementioned goods for handling in accordance with the law.

Additionally, they established an administrative violation record for Mr. Ng.C.Ph for the following offenses: Failure to register a household business in cases where registration is mandatory; Trading goods of unknown origin.

The inspection team requested the Director of the Market Management Department to issue a decision to temporarily confiscate all the aforementioned goods and transfer them to the Department’s warehouse for safekeeping.

Meanwhile, the e-commerce team continues to investigate and work with the e-commerce platform Shopee to determine the connection between Mr. Ng.C.Ph and the “Oledpro Screen Warehouse” account, which he denied owning, as a basis for handling the case in accordance with regulations.
