At the July meeting of the Ho Chi Minh City People’s Council’s 10th term, Chairman of the Binh Tan District People’s Committee, Nguyen Minh Nhut, shared that the district’s public investment focus for the 2020-2025 period is on educational infrastructure projects.

Binh Tan district has formulated a plan for public investment in schools, aiming to construct 700-1,000 classrooms by 2025. Thus far, the city has allocated funds for 23 schools with 729 classrooms, and the district has completed construction on 7 schools with 235 classrooms.

In 2025, the district plans to invest in 16 more schools. Among these educational projects slated for 2025, two schools will be built on the site of the former Binh Hung Hoa Cemetery.

“The district is expected to finalize the paperwork by the end of this year, commence construction early next year, and complete the schools by the end of 2025,” said the chairman of the Binh Tan District People’s Committee.

Binh Hung Hoa Cemetery, covering 40.7 hectares, is Ho Chi Minh City’s largest cemetery, housing approximately 54,000 graves. Since 2010, the city has planned to relocate this cemetery to improve the urban landscape, ensure environmental hygiene, and address security and order issues.

The Binh Hung Hoa Cemetery relocation project aims to enhance the living environment for over 300,000 residents in the surrounding area, contributing to the city’s urban renewal efforts and tackling complex security challenges. The Binh Tan district is expediting this project to complete it by April 30, 2025.

This project is also one of the key programs for the district’s development during the 2020-2025 period, as outlined in the Binh Tan District Party Committee’s Resolution, with the aspiration to rejuvenate the cemetery site in the heart of the city.

Building Schools and Parks After Relocating Binh Hung Hoa Cemetery

The Binh Hung Hoa Cemetery relocation project, initiated in 2014, is divided into three phases. For an extended period, the Binh Tan District People’s Committee and the District Compensation and Site Clearance Board implemented various information and propaganda measures to encourage relatives to register for exhumation.

The People’s Committee of Ho Chi Minh City has approved a compensation budget of approximately VND 1,300 billion for the first and second phases of the project.

The remaining third phase, expected to be completed by April 30, 2025, involves concentrated exhumation and the development of school and park infrastructure as per the approved plan.

Schools and public facilities will be constructed following the cemetery’s relocation.

Previously, there were plans for a commercial and service complex on the site, but the Binh Tan District Party Committee deemed this proposal outdated. Instead, investing in schools and public facilities is deemed an urgent need and has gained strong public support.

The district aims to complete the approval procedures, select contractors, and commence infrastructure projects for schools, parks, and green spaces by April 30, 2025, coinciding with the 50th anniversary of the country’s reunification.

This project was approved by the Ho Chi Minh City People’s Council in July 2023 and will be implemented on a site spanning over 17 hectares. It includes the construction of a new secondary school, land leveling, road construction, water supply and drainage systems, electrical systems, lighting, and tree planting. With a total investment of nearly VND 1,500 billion from the city’s budget, the project is scheduled for completion between 2023 and 2026.

Subsequently, the district will continue to develop large-scale public facilities and concentrated green spaces in line with the approved planning, with an expected completion date of 2027.

Binh Tan is a district in Ho Chi Minh City, established on November 5, 2003, by separating three communes (Binh Hung Hoa, Binh Tri Dong, and Tan Tao) and An Lac town from Binh Chanh district, according to Decree 130/2003/ND-CP.

Located in the city’s west and serving as a gateway to the Mekong Delta provinces, Binh Tan district covers an area of 52.02 square kilometers. With a population of nearly 800,000, Binh Tan is known as the most populous district in Ho Chi Minh City and also holds the distinction of being the most populous district among those directly under the central city.
