Racing against time, local authorities are joining forces to synchronize all prerequisites for the groundbreaking ceremony of the Ninh Binh - Hai Phong Expressway project, which is slated for the end of 2024.

Ninh Bình – Hải Phòng Expressway to Commence Construction by the End of 2024

In regards to the preparation for the construction of the Ninh Binh – Hai Phong Expressway (Ninh Binh section), Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh People’s Committee, shared: “Ninh Binh province is currently urgently and thoroughly preparing for this project, ensuring all necessary conditions are met and that all components are implemented synchronously. We are coordinating with the Ministry of Transport and the Ministry of Natural Resources and Environment to appraise the project, conduct environmental impact assessments, and finalize the design according to expressway standards. We have also approved the detailed planning of 12 resettlement areas and are expediting their construction to help residents affected by the land clearance for the project to soon stabilize their lives. The preparatory steps for the project are on schedule, and construction is expected to commence in December 2024.”

According to Mr. Nguyen Quang Minh, Vice Director of the Ninh Binh Department of Transport, the investment project for the construction of the Ninh Binh – Hai Phong expressway section in Ninh Binh province spans Yen Khanh and Yen Mo districts. The starting point is at Mai Son Intersection (Mai Son commune, Yen Mo district), connecting with the North-South Expressway in the East; the endpoint is at Tam Toa Bridge (Khanh Cuong, Yen Khanh district, Ninh Binh province). The total length of this section is 25.3 km.

The investment scale follows the design standards of an expressway with four completed lanes, a design speed of 120 km/h, a roadbed width of 24.75 m, and auxiliary works along the route. The total investment is expected to be VND 6,865 billion (from the central budget and the provincial budget). The implementation period is expected to be from 2024 to 2029.

“We have approved the contractor selection results for packages 05, 06, 07, 08, and 09. Additionally, we are submitting the feasibility study report to the Expressway Department for appraisal, collecting opinions from relevant organizations and units, and consulting the community about the project establishment. We are also requesting the Ministry of Natural Resources and Environment to appraise the project’s environmental impact assessment report, and the Ministry has established an appraisal council for this report,” informed Nguyen Quang Minh.

The bridge crossing the Day River on the Ninh Binh – Nam Dinh Expressway at the Khanh Cuong Intersection (Kim Son – Bai Dinh Road, Km25+850) is under construction.

As shared by Mr. Nguyen Quang Minh, the total land area required for this project is nearly 200 ha. The scope of land clearance has been determined and handed over to the localities to carry out preliminary surveys. The districts are coordinating with the Ninh Binh Department of Transport to determine land types and compensation rates. In addition, they are identifying the scale and objects of resettlement and expediting the procedures for constructing resettlement areas for the project. According to the design, the section passing through Ninh Binh province will have 12 bridges, including nine bridges on the main route and three overpasses. There will also be three intersections built along the route, including the Khanh Duong Intersection, where the CT 08 Expressway meets DT 483B at Km5+450; the Khanh Nhac Intersection (intersecting QL10) at Km15+950; and the Khanh Cuong Intersection (intersecting Kim Son – Bai Dinh Road) at Km25+850.

Striving to Commence Construction of the Ninh Binh – Hai Phong Expressway Sections in Thai Binh and Nam Dinh Provinces in November 2024

The investment project for the construction of the CT.08 Expressway section passing through Nam Dinh and Thai Binh provinces is implemented in the form of a public-private partnership (PPP) with four completed lanes and a design speed of 120km/h. The implementation period is expected to be from 2023 to 2027. The route is approximately 60.9 km long. The starting point of the project is at Km19+300, at the beginning of the Day River crossing bridge in the south of Nam Dinh, belonging to Nghia Thai commune (Nghia Hung district, Nam Dinh province). The endpoint is at approximately Km80+200, at the intersection between National Highway 37 and the coastal road, in Thuy Trinh commune (Thai Thuy district, Thai Binh province).

According to the representative of the Project Management Board for Transport Construction Works of Thai Binh province, the feasibility study report for the project is being urgently developed in Thai Binh. The topographic, geological, and hydrological surveys have been completed, along with the basic design, total investment, and financial plan. At the same time, the environmental impact assessment report and the framework policy for compensation, support, site clearance, and resettlement for the project are being expedited. Regarding site clearance, Thai Binh province needs to revoke more than 448 hectares of land, including 398 hectares of agricultural land, nearly 9 hectares of residential land, and over 41 hectares of other types of land.

In Thai Thuy district (Thai Binh province), the work of extracting and measuring data has been basically completed, and the district plans to arrange four resettlement areas. In Kien Xuong district, data extraction and measurement are being carried out, and the district plans to arrange 11 resettlement areas with a total area of over 25 hectares. The project’s proposed investor is directing the consulting unit to conduct surveys in 12 river sand mines and four marine sand mines and synthesize the results to report to the People’s Committee of Thai Binh province.

Perspective of the bridge crossing the Day River on the Ninh Binh – Nam Dinh Expressway

Mr. Nguyen Khac Than, Chairman of the People’s Committee of Thai Binh province, shared that the leaders of Thai Binh and Nam Dinh provinces are urgently coordinating with ministries and branches. They also requested the departments, branches, and Project Management Boards of the two provinces to coordinate with the project’s proposed investor and consulting units to soon complete the appraisal of the feasibility study report by relevant ministries and branches; and to unify the arrangement of intersections along the route. Based on the planning of existing river and marine sand mines, they are coordinating and supporting the project’s proposed investor and consulting units to urgently conduct surveys and exploration of some river and marine sand mines and material sources for project construction. They are also expediting the completion of the environmental impact assessment report and the framework policy on compensation, support, site clearance, and resettlement; building a roadmap and milestones for project implementation close to reality to report to the Ministry of Transport. At the same time, they are proactively calculating and building bidding invitation documents and considering hiring experts to support project implementation.

Mr. Nguyen Khac Than affirmed: “We are urgently coordinating and preparing synchronously, ensuring all aspects are ready, and striving to commence the project in Thai Binh and Nam Dinh provinces in November 2024.”

According to the Ministry of Transport, the Ninh Binh – Hai Phong Expressway plays an extremely important role, connecting the provinces in the southern Red River Delta and the North-Central region with the Lach Huyen international gateway port. It also connects the coastal provinces in the Red River Delta with the Hanoi – Hai Phong Expressway, National Highways 10, 1, 21, and 37, as well as the economic development axis of Nam Dinh province, the Nam Dinh – Lac Quan road, and the Thai Binh – Con Vanh road. Furthermore, it connects with Cat Bi international airport, Van Don international airport, seaports, and the Mong Cai international border gate. With its nature and role as an inter-regional road, the investment and operation of the Ninh Binh – Hai Phong Expressway will contribute to enhancing connectivity with other roads in the region and between localities in the coastal provinces of the North. It will also help expand the development space according to the orientation of planning, creating a driving force and positive spillover effects, promoting socio-economic development in each locality and the whole country.
