The Chairman of the State Capital Management Committee at enterprises has just signed a decision to appoint Mr. Nguyen Duc Ninh as the Acting Director of NSMO. The decision takes effect from August 5.

According to the decision, Mr. Ninh will assume the position of Acting Director of NSMO until a new appointment is made by the competent authority.

Thus, Mr. Ninh is currently the legal representative specified in the Operating Regulations of NSMO – when this company was established based on the separation of the National Power System Dispatch Center (A0) from the Vietnam Electricity Group (EVN).

Mr. Nguyen Duc Ninh, born in 1976, is a native of Tu Son, Bac Ninh. He has over 20 years of experience at this unit and has held the positions of engineer, deputy division head, division head of modes, and deputy director of A0.

Mr. Ninh was appointed Director of A0 in February 2020 while holding the position of Deputy Director of A0.

Previously, on August 1, the Prime Minister issued Decision No. 752/QD-TTg on the separation of the National Power System Dispatch Center (A0) from EVN and the policy on the establishment of NSMO under the State Capital Management Committee at enterprises.

According to the decision, NSMO is a state-owned enterprise, wholly owned by the State, organized as a limited liability company with the State Capital Management Committee at enterprises as the representative of the owner.

With a charter capital of VND 776 billion, NSMO will continue to play the role of the national power system dispatcher and operator of the electricity market in accordance with the Law on Electricity and related legal documents.

Regarding the labor usage plan, NSMO will inherit the entire workforce of A0 from EVN at the time this decision takes effect, including the management team of A0 (continuing to assign A0’s leadership team to corresponding leadership positions in NSMO).

Regarding the method of separating A0 from EVN and establishing NSMO, the entire assets, rights, and obligations of EVN that are currently managed by A0 will be transferred to NSMO as prescribed…

In addition, according to Decision No. 753/QD-TTg dated August 1, 2024, the Prime Minister approved the policy on transferring the right of state capital ownership representation at NSMO from the State Capital Management Committee to the Ministry of Industry and Trade in accordance with the law immediately after the completion of the separation and establishment.

Regarding the operation of the power system, A0 (now NSMO) can be considered as the “heart” of Vietnam’s power system. In the dispatch room, the dispatchers of A0 monitor and grasp all the parameters and changes of the generators, transformers, and power lines throughout the country, thereby issuing dispatch orders, and mobilizing power sources to operate the national power system safely.
