In recent times, many key transportation infrastructure projects have faced a shortage of construction and backfill sand. Despite the application of special mechanisms in granting material mines and the active deployment of local authorities, the amount of sand available fell short of the construction progress and demand.
Increasing the volume of the Hau Giang – Ca Mau Expressway project
To address the sand shortage, the My Thuan Project Management Board (Ministry of Transport) piloted the use of sea sand for road embankments on the DT.978 return route section of the Hau Giang – Ca Mau component project. The pilot research results were evaluated by a council in December 2023, indicating that the sea sand used met the mechanical requirements for road embankment materials according to TCVN 9436:2012, “Roadbed – Construction and Acceptance.”
After operating the pilot project on the DT.978 return route since August 2023 and finding it stable, in early July 2024, the My Thuan Project Management Board boldly expanded the pilot construction scope from Km 81 + 000 to the end of the main route at Km126+223 (in Hong Dan District, Bac Lieu Province; Vinh Thuan District, Kien Giang Province; and Thoi Binh District, Ca Mau Province) and the Ca Mau connection route from Km 6+522 to Km16+510 (in Thoi Binh, Tran Van Thoi, and Cai Nuoc districts of Ca Mau Province). This expansion helped accelerate progress along the entire route.
My Thuan Project Management Board expands the pilot scope of using sea sand for road embankments
Determined to complete the project by the end of 2025, the Hau Giang – Ca Mau component project of the North-South Expressway construction project in eastern Vietnam has achieved a construction output of 6,432 out of 18,842 billion VND, or over 34.16% of the contract. Specifically, the total volume of sand used for the main route (road) reached 5.4 million cubic meters out of 14.5 million cubic meters (37.2%), and 108 out of 117 bridges were constructed, with a construction value of 70% for the bridge section. In 2024 alone, over 2,416 out of 4,997 billion VND was disbursed, achieving 48% of the planned capital.

In Ca Mau province, the project is 21.9 km long and passes through Thoi Binh, Tan Phu, and Ho Thi Ky communes in Thoi Binh district. Contractors are accelerating construction, having achieved significant progress in bridge and road works after the project site was fully handed over. The focus is on constructing the intersection that connects to National Highway 1 in Thanh Phu commune, Cai Nuoc district, Ca Mau province, expediting land leveling, and creating a continuous traffic axis with the National Highway 1 bypass route.
The expanded intersection with Vo Van Kiet Street, located in Ho Thi Ky commune, Thoi Binh district, Ca Mau province, has also been fully handed over with a clean site. The relocation of technical infrastructure for the entire project has been completed and the construction site has been handed over to the construction unit.
Regarding the 16.6 km long road section from Vo Van Kiet Street, which is part of the Southern Coastal Corridor, to National Highway 1, affecting 218 households and one organization with an area of 32.5 ha, a clean site of 32.3 ha out of 32.49 ha, or 99.1% of the total area, has been handed over.
