Supplementing Construction Sand for the Southern Expressway

Regarding the supply of construction sand for the southern region’s longitudinal and transverse expressway projects, the Ministry of Transport reported that, according to the targets set by the Government, Tien Giang province needs to supply nearly 16 million cubic meters of sand for the expressways. This volume will be allocated to the following projects: Can Tho – Ca Mau, Component 2 of the Chau Doc – Can Tho – Soc Trang Expressway, Ho Chi Minh City Ring Road 3, Cao Lanh – An Huu, Ho Chi Minh Road section Rach Soi – Ben Nhat, and Go Quao – Vinh Thuan.

Ben Tre province is responsible for supplying nearly 7.4 million cubic meters of sand for the Can Tho – Ca Mau, Component 3 of the Chau Doc – Can Tho – Soc Trang Expressway, and Ho Chi Minh City Ring Road 3 projects.

However, the progress of procedures for granting sand mining licenses has not met the required schedule. Specifically, Ben Tre and Tien Giang are in the process of granting licenses, but it is challenging to ensure completion by August 2024. Meanwhile, An Giang has not finished the coordination procedures, Dong Thap has not increased its capacity, and Vinh Long province has not completed the mining permit process by July 2024.

Expediting Sand Mining Operations

To meet the construction material demands of the projects, the Ministry of Transport has requested that Tien Giang and Ben Tre provinces direct their respective departments to finalize the procedures and commence mining operations by the end of August 2024. This will ensure sufficient volume and capacity to meet the construction schedules of the assigned projects.

Vinh Long and Dong Thap provinces are also urged to expedite the completion of mining license procedures and increase mine capacity to supply the projects as per their commitments (Vinh Long province to supply 1.4 million cubic meters for Ho Chi Minh City Ring Road 3 and 2 million cubic meters for Can Tho – Ca Mau).

By August 10, the Ministry of Transport requested that An Giang province promptly coordinate the volume of sand allocated to contractors for the Chau Doc – Can Tho – Soc Trang Expressway project (approximately 1.4 million cubic meters from 3 mines) to be redirected to the North-South Expressway project section Can Tho – Ca Mau.
