Vice Chairman of the Hanoi People’s Committee Le Hong Son had a working session with the Hanoi Department of Science and Technology and the Management Board of Hoa Lac Hi-tech Park on the implementation of the city’s plan to deploy the Law on the Capital.
According to Mr. Le Thanh Son, Vice Head of the Management Board of Hoa Lac Hi-tech Park, the Management Board is in charge of implementing five contents: Elaborating the order and procedures for the establishment and expansion of the Hi-tech Park as prescribed in Point a, Clause 1, Article 24; Elaborating the order and procedures for exercising the authority of the Management Board of the Hi-tech Park as prescribed in Points a, b, c, and d, Clause 3, Article 24; Formulating mechanisms, policies, and incentives to attract high-tech human resources to work in the Hi-tech Park and promote innovation.
Determining the level of collection, collection, payment, and use of land compensation for site clearance and resettlement in the Hoa Lac Hi-tech Park; preferential and supportive policies on land compensation for site clearance and resettlement in certain specific cases; Determining the level of collection, payment, and use of infrastructure usage fees and wastewater treatment charges, as well as incentives and support for state agencies and public non-business units operating within the Hoa Lac Hi-tech Park.
At the same time, the Management Board of Hoa Lac Hi-tech Park is coordinating the implementation of four other contents, including elaborating Article 29 on housing development; elaborating the principles, conditions, contents, financial mechanisms, order, and procedures for implementing the transfer of the right to exploit and manage works and items under the city’s management; elaborating the principles, conditions, contents, financial mechanisms, order, and procedures for establishing and seeking opinions on projects on the use of public assets under the city’s management for business, leasing, joint venture, and linkage purposes; and elaborating measures to protect, preserve, and renovate works and items under the city’s management during the process of transferring the right to exploit and manage and implementing business, leasing, joint venture, and linkage activities.
Mr. Le Thanh Son, Vice Head of the Management Board of Hoa Lac Hi-tech Park, also mentioned difficulties and obstacles in being assigned to take the lead in building the “Regulations on mechanisms, policies, and measures to attract high-tech human resources to work in the Hi-tech Park and promote innovation,” which is expected to be completed and submitted to the City People’s Council for approval in November 2024.
Vice Chairman of the Hanoi People’s Committee Le Hong Son emphasized that in order for Hoa Lac Hi-tech Park to truly become the core of innovation in the country, it is necessary to have its own special mechanisms. To attract talented people to the field of science and technology, there will be a resolution on attracting and using talented people, based on the city’s practical situation.
