The project for the construction of the road connecting Tran Quoc Hoan and Cong Hoa Street is a national key project with a total investment of VND 4,848 billion, which was approved by the Ho Chi Minh City People’s Committee and commenced simultaneously with the construction project of Terminal T3.

The project aims to build a new road connecting Tran Quoc Hoan and Cong Hoa Street, directly linking to Terminal T3 of Tan Son Nhat International Airport, with a total length of 4km and a cross-section of 6 lanes.

Package 9 involves the construction of an urban tunnel (approximately 600m) right at the entrance of Tan Son Nhat International Airport, which was opened to traffic three months earlier than the previously expected completion date.

Along with the projects to upgrade and expand Hoang Hoa Tham, Ten Lua, and Tan Ky Tan Quy streets by the end of this year, this project will contribute to completing the transportation infrastructure and reducing traffic congestion in the area of Tan Son Nhat International Airport, especially after the operation of Terminal T3.

Speaking at the event, Prime Minister Pham Minh Chinh highly appreciated the significance of the project. He emphasized that this is one of the city’s major projects, demonstrating the high determination, great efforts, and offensive spirit of the Ho Chi Minh City Party Committee, authorities, and people, especially in addressing difficulties and complexities and completing site clearance. The Prime Minister expressed his gratitude to the people for yielding their land, homes, and livelihoods for the project.

Inspecting and urging the completion of Terminal T3 at Tan Son Nhat by April 30, 2025

In the afternoon of the same day, Prime Minister Pham Minh Chinh inspected the implementation of the construction project of Terminal T3 – Tan Son Nhat International Airport. Working with relevant agencies right at the project site, the Prime Minister commended the efforts of the agencies involved, the investor ACV, and the contractors in making up for the previous delays, especially the 3,000 enthusiastic workers on the construction site.

To achieve the goal of ensuring the quality and efficiency of the project and putting it into operation by April 30, 2025, to celebrate the 50th anniversary of the Liberation of the South and the Reunification of Vietnam, the Prime Minister requested ACV to concentrate its resources, including the investor’s personnel, consulting units, and contractors, and coordinate with relevant agencies to continue promoting the spirit of “only discussing how to do, not discussing how not to do,” “overcoming the sun and winning against the rain,” “eating hastily and sleeping urgently,” working in “3 shifts and 4 groups,” and working through holidays and Tet to construct the project, ensuring quality, technical and artistic standards, safety, and environmental hygiene, and preventing waste, extravagance, and negativity. The Prime Minister urged the completion and operation of the project as per the set schedule.

The Prime Minister noted that the construction time is not long, with only about seven months left (including one month of Tet holiday), while the workload is still large (about 45.7%) and involves technically and artistically demanding work that requires close coordination and synchronization between contractors and construction units. Therefore, more decisive direction and closer supervision are necessary, along with the timely handling of arising issues to ensure the construction progress and quality.

The Prime Minister also emphasized the need to focus on completing the technical systems of the project to ensure synchronization and well-organized connection with the urban road system when the project is put into use, avoiding traffic congestion.

Additionally, it is crucial to promote digitalization and invest in smart management and monitoring systems to facilitate users and reduce operational manpower. Investing in green and intelligent energy systems, such as rooftop solar power, and completing the landscape and garden system early, including trees, gardens, parking lots, and access roads, will ensure synchronization when the project is put into operation.

The construction project of Terminal T3 – Tan Son Nhat International Airport is invested by the Vietnam Airports Corporation (ACV) with a total investment of approximately VND 10,990 billion from ACV‘s legal capital (without using the state budget). The expected construction period is 37 months from the approval of the investment policy.

The project is designed with a capacity of 20 million passengers per year (about 7,000 passengers per hour) and auxiliary works to serve domestic exploitation, dividing the exploitation output between Long Thanh Airport and Tan Son Nhat Airport.

Reporting on the project implementation results, ACV stated that site clearance was completed in June, with 100% completion. The aircraft parking area has been finished. The concrete structure reached 100% completion, and the architectural structure of the terminal building reached 80%. The construction of the main structure is on schedule. The units are striving to complete the installation of the steel structure by September 2, 2024, and put the project into operation by April 30, 2025.

Up to now, the output value has reached VND 5,880 billion (54.3%), and the total disbursement is VND 3,759 billion (34.7%). According to ACV, the project implementation is on schedule, and there are no difficulties or obstacles.
