According to Tien Phong’s investigation, the vaccine used to prevent bovine papular stomatitis (BPS) in Lam Dong province, which was administered to dairy cows in Don Duong and Duc Trong districts, was supplied by Navetco Central Veterinary Drug Joint Stock Company.
This vaccine was part of a tender for the “Procurement of vaccines and chemicals for animal disease prevention and control in Lam Dong province for 2024.” The tender included vaccines for foot-and-mouth disease in buffaloes, cattle, and pigs; septicemia in buffaloes and cattle; BPS in buffaloes and cattle; avian influenza; and rabies in dogs and cats.
The total value of the tender exceeded VND 13.6 billion, and the contract was awarded to a joint venture of Navetco, Amavet, IVRD, Vetvaco, and Cenpharco. Specifically, Navetco – Navetco Central Veterinary Drug Joint Stock Company; Amavet – Amavet Veterinary Drug Joint Stock Company; IVRD – Central Veterinary Institute; Vetvaco – Vetvaco Central Veterinary Drug Joint Stock Company; and Cenpharco – Central Pharmaceutical Joint Stock Company.
On May 15, 2024, Pham Phi Long, Head of the Department of Livestock, Animal Health, and Fisheries of Lam Dong province, signed Decision No. 25 approving the selection of contractors for the tender “Procurement of vaccines and chemicals for animal disease prevention and control in Lam Dong province for 2024.” The tender was invited by this department.
Navetco Central Veterinary Drug Joint Stock Company, the supplier of the BPS vaccine to Lam Dong province, was formerly known as the National Institute of Microbiology. It is a company under the Ministry of Agriculture and Rural Development (MARD) established in 1955.
Regarding the mass death of dairy cows in Don Duong and Duc Trong districts after BPS vaccination, MARD has instructed Lam Dong province to temporarily suspend the use of this vaccine and other epidemic prevention vaccines to investigate and determine the cause of diarrhea and death in the dairy cows. Simultaneously, they are implementing measures to prevent and control the spread of the disease.
