The Ministry of Finance has issued Circular No. 56/2024/TT-BTC, stipulating the fees for accessing and utilizing land-related data and documents from the National Land Information System.
The fees for viewing land-use planning maps, including the initial land-use plan, adjusted land-use planning, and final land-use plan (per period) at the district level are set at VND 1 million, while at the provincial level, it is VND 2 million. For socio-economic region or national-level maps, the fee is VND 4 million.

These fees are applicable to vector map sheets, which are a type of digital graphic data structure created using mathematical algorithms and can be infinitely scaled, stretched, and bent.
In the case of Raster map sheets (geoPDF, PDF, geoTIFF, TIFF, EPS, ECW, JPG), the fees are 50% of the corresponding vector map sheet fees for the same scale.
For citizens wishing to access the annual land-use plan of a district, the fee is VND 1 million. The fee for viewing land price tables is VND 8,200 for the first five pages, and VND 900 per page thereafter.
If the Minister of Public Security, the Minister of National Defense, or the Chairman of the People’s Committees of provinces and centrally-run cities requests access to land-related information and data for national defense and security purposes as stipulated in the Law on National Defense, a discounted fee of 60% of the regular fee will be applied.
The subjects specified in Clause 1, Article 10 of the Law on Fees and Charges are eligible for fee exemption when accessing their own land-related information and that of other land users with the consent of the national land database management agency, in accordance with land-related laws and regulations.
Fee exemption and reduction are applicable to children, poor households, elderly people, people with disabilities, people with meritorious services to the revolution, ethnic minorities in communes with particularly difficult socio-economic conditions, and other special subjects as prescribed by law.
The Minister, head of a ministry-level agency, government agency, or Chairman of the People’s Committees of provinces and centrally-run cities may request to exploit and utilize land-related information and data from the National Land Information System for national defense and security purposes in emergencies as stipulated in the Law on National Defense, or for disaster prevention and control in emergencies as prescribed by law on disaster prevention and control.
The fee-collecting organization is allowed to retain 70% of the collected fees to cover the costs of service provision and fee collection. In cases where the fee-collecting organization is a state agency that is not allowed to allocate operational expenses from fee revenue according to Clause 3, Article 1 of Decree No. 82/2023/ND-CP dated November 28, 2023, of the Government, it must remit all collected fees to the state budget.
