The meeting was attended by Central Committee members of the Party: Vice Chairpersons of the National Assembly Nguyen Khac Dinh, Senior Lieutenant General Tran Quang Phuong, and Nguyen Thi Thanh; Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong; and members of the Standing Committee of the National Assembly, including Chairpersons of the Council for Ethnic Groups and Committees of the National Assembly, and Heads of the Committees under the Standing Committee of the National Assembly.

Also present at the meeting were representatives from the Standing Committee of the Council for Ethnic Groups and Committees of the National Assembly, Committees under the Standing Committee of the National Assembly, and leaders of the National Assembly Office and the Secretariat of the National Assembly.

In his opening remarks, Chairman of the National Assembly Tran Thanh Man stated that this was the fifth law-themed meeting held during the term of the 15th National Assembly.

Given the increasing legislative tasks and the growing number of laws, organizing this themed meeting is of great importance.

In line with Conclusion No. 19 of the Politburo on the Orientation of the Law Building Program for the term of the 15th National Assembly, the National Assembly has completed 131 legislative tasks, achieving 83.97%.

For the remaining three sessions of the 15th term, with the attention and support of ministries, sectors, the Government, and the Standing Committee of the National Assembly, the Chairman expressed his confidence in completing the workload as per Conclusion No. 19 of the Politburo.

At this meeting, the Standing Committee of the National Assembly will discuss the incorporation and explanation of 10 out of 11 draft laws that were initially considered at the 7th session. These include the Law on Geology and Minerals; the Law on Amendments to the Law on Pharmaceuticals; the Law on Trade Unions (revised); the Law on Prevention and Control of Human Trafficking (revised); the Law on Notarization (revised); the Law on Cultural Heritage (revised); the Law on Urban and Rural Planning; the Law on Fire Prevention, Fighting, and Rescue; the Law on Value Added Tax (revised); and the Law on Juvenile Justice.

The Chairman of the National Assembly highlighted that the 10 draft laws under consideration at this meeting cover a wide range of areas of social concern. Among these, the Law on Trade Unions (revised) carries significant weight, impacting both citizens and businesses. Another noteworthy draft law is the Law on Value Added Tax (revised), which affects multiple industries and localities. Additionally, the Law on Cultural Heritage (revised) and the Law on Urban and Rural Planning involve multiple sectors and localities, while the Law on Fire Prevention, Fighting, and Rescue address social order and safety concerns, drawing the attention of the people.

During the 7th session, over 200 opinions were expressed and debated in the hall, with 900 opinions shared in groups. The drafting agencies have thoroughly incorporated the feedback and suggestions provided by the deputies of the National Assembly.

The Chairman of the National Assembly requested that the delegates continue to thoroughly study and report on which issues have been incorporated and which have not, along with the reasons for any disagreements between the verifying agencies and the drafting agencies.

“Even a single dissenting opinion must be thoroughly explained and addressed to ensure that the deputies of the National Assembly feel that their contributions are valued and that the process of explanation and incorporation by the drafting and verifying agencies is rigorous and meets the requirements of law-making,” emphasized the Chairman.

Furthermore, the Committees of the National Assembly have organized numerous workshops, seminars, and surveys. The Vice Chairpersons of the National Assembly, along with the leaders of the Government, the drafting agencies, and the verifying agencies, have held multiple meetings and rounds of discussions to finalize the draft laws for this law-themed meeting in August.

The Chairman of the National Assembly requested that the revision and finalization of the draft laws closely adhere to the agreed-upon viewpoints, objectives, principles, and directives from the initial stages of their inclusion in the law- and ordinance-making program approved by the National Assembly. Additionally, the outcomes of the surveys, workshops, and seminars should be carefully considered to refine and amend these laws accordingly.

The Chairman also emphasized the need to be receptive and attentive to the feedback and suggestions from agencies, organizations, and individuals directly impacted by these laws, as well as addressing any challenges faced by local communities, citizens, and businesses. This ensures that the regulations are practical and responsive to the realities on the ground.

Recently, the Politburo issued Regulation No. 178-QD/TW dated June 27, 2024, on controlling power and preventing corruption and negativity in law-making. The Standing Committee of the National Assembly and the Party delegation of the National Assembly are committed to strictly implementing this regulation.

The Chairman of the National Assembly requested that the Standing Committee of the Council for Ethnic Groups and the Committees of the National Assembly express their opinions and viewpoints objectively and avoid sidestepping sensitive issues or those prone to policy exploitation.

Looking ahead, the National Assembly plans to organize a Law Building Forum to delve deeper into legislative work, aiming to further enhance the quality of law-making. This forum will engage various stakeholders, including party committees, authorities, sectors, levels, scientists, and experts, to contribute to the process of building and improving the legal system.
