On August 12, Báo Công Thương published an article titled “Huấn Hoa Hồng Calls for Help in the Night,” shedding light on a legal predicament involving a SH mode motorcycle with the license plate number 97B1-99999. Bùi Xuân Huấn, known as Huấn Hoa Hồng, a 39-year-old man from Yên Bái, took to social media to seek help regarding the vehicle he purchased a year ago.
According to Huấn, he bought the SH mode motorcycle for 490 million VND and made the payment through a bank transfer to the previous owner, Mr. N.T.Q.’s account, in July 2023.

Trouble arose when Huấn contacted the previous owner to retrieve the quintuple-9 license plate, intending to register it for another vehicle. The previous owner refused, stating that he had only sold the vehicle and not the license plate. Additionally, Huấn discovered that the license plate had already been registered to a Dream motorcycle, which was not his.
“As a businessman, I sold that vehicle to someone else to make a small profit, but now I’m being accused of fraud by the other party. Being in a vulnerable position, I’m reaching out for help and advice on how to resolve this situation properly,” Huấn expressed.

Hundreds of thousands of people viewed and commented on Huấn’s post, raising questions about the identity of the individual who sold the SH mode motorcycle with the quintuple-9 license plate and the reason behind the dispute between Huấn and this person.
Báo Công Thương‘s investigation revealed that Mr. N.T.Q., whom Huấn named in the transaction, is a prominent businessman in Bắc Kạn. Mr. Q. possesses a substantial portfolio of companies spanning various industries in the province.
The most notable among them is Công Ty TNHH Một Thành Viên Q.T, located in Phùng Chí Kiên Ward, Bắc Kạn City. This company has successfully secured numerous contracts worth hundreds of billions of VND in the region.
In addition, Mr. Q. is the legal representative of two other companies related to construction and real estate in Bắc Kạn Province. The companies he represents engage in diverse business activities, including iron ore mining, stone, sand, and clay extraction, concrete production, and construction.
Mr. Q. is also known for his penchant for collecting motorcycles and automobiles with unique, prestigious, and “VIP” license plates. The dispute with Huấn Hoa Hồng over the SH mode motorcycle’s license plate sheds light on the extent of his extravagant hobbies.
On the morning of August 12, Báo Công Thương contacted Mr. Q. regarding Huấn Hoa Hồng’s public statements about the SH mode motorcycle. Mr. Q. stated that he was cooperating with the police and would provide further information once the matter was resolved.
