The Ministry of Labour, Invalids and Social Affairs has decided to conduct a 2024 survey on labour and wages in enterprises.
As planned, the survey will be carried out at 3,400 enterprises with 6,800 employees working at these enterprises to serve as a basis for adjusting the regional minimum wage in 2025.
At the same time, the results of the survey will serve the management work, announcing the average wage level in the labour market for enterprises and employees to refer to as a basis for wage negotiation.
Accordingly, the Ministry of Labour, Invalids and Social Affairs will conduct a survey on the situation of enterprises adjusting wages when the State adjusts the regional minimum wage; the impact on enterprise costs; and the level of enterprise compliance.
The average wage, overtime wage, wage structure, and lowest wage of employees in different types of enterprises in 2023 and 2024 will also be surveyed.
The survey will be conducted at 3,400 enterprises in 18 provinces and cities representing the eight economic regions of the country with a large number of enterprises and a developed labour market.
Specifically, it includes the Red River Delta (Hanoi, Hai Phong, Hai Duong, Bac Ninh, and Vinh Phuc); Northeast region (Quang Ninh); Northwest region (Hoa Binh); North Central region (Thanh Hoa, Nghe An); South Central Coast region (Da Nang and Khanh Hoa); Central Highlands region (Dak Lak); Southeast region (Ho Chi Minh City, Dong Nai, Binh Duong, and Ba Ria-Vung Tau); and Mekong Delta region (Long An and Can Tho).
Among them, the two localities with the highest number of surveyed enterprises are Hanoi with 700 enterprises and Ho Chi Minh City with 800 enterprises.
According to the Labour Code, the minimum wage is the lowest wage paid to employees doing the simplest work in normal working conditions, ensuring the minimum living standards of employees and their families, suitable for socio-economic development conditions.
This minimum wage is established by region and announced by the Government based on the recommendations of the National Wage Council.
Every year, the National Wage Council meets to advise the Government on adjusting the minimum wage to ensure the minimum living standards of employees.
Most recently, the National Wage Council advised the Government to issue Decree 74/2024/ND-CP. Accordingly, from July 1, the regional minimum wage increased by an average of 6% compared to 2023.
Under the Decree, the regional minimum wages currently applied are: Region I – VND 4.96 million/month; Region II – VND 4.41 million/month; Region III – VND 3.86 million/month; and Region IV – VND 3.45 million/month.
The purpose of this survey is to collect information on the production and business situation of enterprises to serve as a basis for adjusting the regional minimum wage in 2025 and to serve the management work, regularly announcing the average wage level in the labour market for enterprises and employees to refer to when negotiating wages.
