The Prime Minister directs the implementation of three laws on land, housing, and real estate to create a new driving force for socio-economic development.

The dispatch states: To implement the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, and the Real Estate Business Law No. 29/2023/QH15, the Government, the Prime Minister, the ministries, and local authorities have urgently built and issued, within their competence, detailed regulations to take effect from August 1, 2024, along with the Laws.

The Government and the Prime Minister commended the efforts of the ministries, sectors, and local authorities and highly appreciated the participation of the National Assembly’s committees, the heartfelt criticism and suggestions of the Vietnam Fatherland Front Central Committee, socio-political organizations, associations, businesses, press agencies, experts, scientists, and the people in issuing detailed regulations that are consistent, feasible, and meet the requirements arising from practice, taking effect five months earlier than the initial date of January 1, 2025.

To ensure the effective implementation of the new policies of the Land Law, the Housing Law, and the Real Estate Business Law in practice, creating a new driving force for socio-economic development and a favorable investment and business environment for enterprises and people, the Prime Minister requested the ministers, heads of ministerial agencies, government agencies, the Chairmen of the Provincial People’s Councils and the Provincial People’s Committees of centrally-run cities to immediately perform the following tasks:

1. The ministers of the Ministries of Natural Resources and Environment, Construction, Finance, Home Affairs, and Labor, Invalids and Social Affairs shall promptly guide and organize training for local authorities on the new policies stipulated in the Laws and the detailed regulations to effectively organize the implementation and bring the new policies to life.

– Direct the inspection, urge and guide the issuance of detailed regulations within the authority stipulated in the Laws and the Decrees detailing the implementation of the Laws in the localities, reporting to the Prime Minister before August 20, 2024.

– Immediately deploy the review, publicize and urge and guide localities to publicly announce administrative procedures on the Government’s Public Service Portal, the portals of ministries, sectors, and localities, and publicly post them at the places of administrative procedure reception according to the law so that the people, businesses know, perform and supervise the implementation.

– Organize propaganda and education on law widely among the people, the business community, and overseas Vietnamese about the innovations in land, housing, and real estate business laws, especially on access rights to land and housing; the interests and attention of the State to social policy beneficiaries; decentralization and delegation of power; administrative procedure reform; investment incentives, and land prices… to raise awareness and responsibility in law enforcement and supervision.

2. Ministries and sectors, within the scope of their assigned functions and tasks, shall direct, guide, monitor, and inspect the implementation of the Land Law, the Housing Law, and the Real Estate Business Law; promptly guide and remove difficulties and obstacles arising within their competence; report to the Prime Minister the issues beyond their competence.

3. The Provincial People’s Councils and the Provincial People’s Committees shall concentrate resources, ensure necessary conditions, and direct the implementation of the Land Law, the Housing Law, and the Real Estate Business Law, especially the exercise of new powers and tasks stipulated in the Laws; proactively coordinate with relevant ministries and sectors to resolve difficulties and obstacles arising in practice in the locality; promptly report to the Government and the Prime Minister issues beyond their competence, not causing congestion affecting socio-economic development and the legitimate rights and interests of the people and businesses.

– For localities that have not yet issued detailed regulations within their authority stipulated in the Laws and the Decrees detailing the implementation of the Laws, they must urgently complete them before August 20, 2024.

– In August 2024, the People’s Committees at all levels shall organize conferences to disseminate and train officials, public employees, and civil servants on the new regulations of the land law, housing law, and real estate business law to understand correctly and fully and uniformly deploy, synchronously and effectively. Strengthen propaganda and dissemination of law to the people and businesses to raise awareness and responsibility, creating consensus in law enforcement and supervision.

– Direct the public announcement of administrative procedures on the Government’s Public Service Portal, the locality’s portal, and public posting at the place of administrative procedure reception according to the law so that the people and businesses know, perform, and supervise the implementation. Strictly implement coordination among agencies and units in handling administrative procedures to ensure tightness, timeliness, and effectiveness, especially for groups of administrative procedures and inter-sectoral public services; receiving and handling feedback and recommendations; the leader regularly organizes dialogues with the people and businesses.

4. The Voice of Vietnam, Vietnam Television, and press agencies are responsible for propagating and introducing the contents, opening columns and topics to introduce important innovations of the Land Law 2024, Housing Law 2023, Real Estate Business Law 2023, and sub-law documents.

5. Propose that the Central Committee of the Vietnam Fatherland Front and its member organizations such as the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labor, the Vietnam Farmers’ Union, the Vietnam Women’s Union, the Vietnam Veterans Association, and other mass organizations build and implement programs to disseminate the law on land, housing law, and real estate business law to their members.

6. Assign Deputy Prime Minister Tran Hong Ha to directly follow and direct the implementation of this dispatch.

7. The Government Office regularly monitors the situation and reports to the Prime Minister and the Deputy Prime Minister in charge of sudden and unexpected issues./.
