On August 15, news from the Investigation Police Agency of Ca Mau province, the unit has just detained the accused Le Thu Phuong (56 years old – former Chairman of Tran Phan Commune People’s Committee, Dam Doi District) for investigation of the act of appropriating property by fraud.
According to the initial investigation results, the accused Le Thu Phuong was aware that the Cha La residential area (in Tran Phan commune) had just been planned and there was no investment, construction, or plot division and sale policy in place.

However, Phuong disseminated information that the plots in the above residential area had been divided and were up for sale, leading people to believe that this information was true coming from a reliable source.
Falling for the words of the local leader, Ms. N.T.D. (59 years old, residing in Tan Hung commune, Cai Nuoc district) bought two land plots worth VND 240 million, and Mr. L.C.T. (70 years old, in Tran Phan commune) purchased three land plots worth VND 500 million.
The Investigation Police Agency determined that the above amount was appropriated by the accused Phuong.
