Today (August 16), the Ho Chi Minh City Urban Infrastructure Investment and Construction Project Management Board announced that it has submitted to the Department of Construction a pre-feasibility study report for the project “Dredging, Infrastructure Construction and Environmental Improvement of the North Bank of Kenh Doi Channel in District 8.”

According to the report, the project was approved by the Ho Chi Minh City People’s Council in December 2023, with an investment of over VND 4,930 billion, starting in 2025 and expected to be completed by 2028.

However, the updated pre-feasibility study report reveals a new total investment amount of over VND 7,415 billion, an increase of VND 2,485 billion.

The Management Board explained that the new Land Law and the Decree on compensation, support, and resettlement when the State recovers land took effect on August 1, 2024. Based on these new regulations, the estimated cost of compensation, site clearance, support, and resettlement for the project has increased from VND 3,516 billion to VND 6,001 billion, a difference of nearly VND 2,485 billion.

The unit acknowledged that the increase in compensation cost has led to a higher total investment, requiring an adjustment to the investment policy and a revision of the project in accordance with the Public Investment Law. Therefore, they proposed that the Department of Construction consider and submit the adjusted pre-feasibility study report to the Department of Planning and Investment for appraisal.

The project aims to improve the urban landscape, relocate dilapidated houses along the canal, and enhance the quality of life for residents in the area. Upon completion, it is expected to address environmental pollution, improve the drainage system, develop a modern and civilized urban landscape, promote tourism infrastructure, and enhance waterway transportation.

The project will affect 1,636 cases of clearance, with a total land area of over 5.854 hectares. Of these, 610 cases will be partially cleared, and 1,023 cases will be completely cleared.

The construction scope includes building a 4.3-kilometer dike, partially dredging the northern part of the Kenh Doi Channel, expanding 20-meter-wide roads according to the planning, including Hoai Thanh and Nguyen Duy roads, and constructing a new Nguyen Duy connecting road from alley 157 Hung Phu to Chu Y Bridge, with a width of 16 meters.
