In the afternoon of August 14, Deputy Prime Minister Tran Hong Ha chaired a hybrid meeting with several ministries, sectors, and localities to discuss the issuance of supplementary and updated plans for the Implementation of the Power Development Master Plan for the 2021-2030 period, with a vision towards 2050 (Power Plan VIII).

According to the Ministry of Industry and Trade’s report, all 110 local-proposed wind power projects with a total capacity of 6,665.3 MW, 128 small hydropower projects (1,362.98 MW), 21 biomass power projects (414 MW), and 34 waste-to-energy projects (621.1 MW) have been inspected and meet the set criteria for inclusion in the draft Decision approving updates and supplements to the Power Plan VIII.
The Ministry has collaborated with the Government Inspectorate to scrutinize power projects that were not included in the Plan due to rectifications regarding land, investment procedures, planning, and other issues as per inspection conclusions or those under inspection and investigation.
Deputy Chief Government Inspector Le Sy Bay emphasized the need for localities to closely coordinate with sector-managing ministries to address the issues raised in inspection conclusions.
At the meeting, leaders from several localities reported on the progress of resolving and rectifying issues identified in inspection, investigation, and audit conclusions, as well as court rulings, to complete the necessary documentation and ensure the continued implementation of the projects. Minister of Industry and Trade, Nguyen Hong Dien, stated that many local-proposed solar power projects have not been included in the Plan as they are among the 154 solar power projects mentioned in the conclusion of the Government Inspectorate, which were transferred to investigative authorities regarding the Ministry of Industry and Trade’s approval and recommendation for the Prime Minister’s approval, lacking a legal basis in terms of planning. Thus, the inclusion of these projects will be considered after the investigation conclusions are available.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the principle of including in Power Plan VIII only those power projects that are free from violations or have rectified any violations and meet criteria related to system safety, transmission technology, and economic efficiency, among others. This ensures the efficient use of investment resources and meets local development requirements.
Localities with power projects that have fully addressed the issues raised in inspection, audit, investigation, and court rulings (if any) should promptly submit official reports to facilitate their inclusion in the Plan.
Regarding the 154 solar power projects that lacked a legal basis in terms of planning, the Deputy Prime Minister requested the localities and businesses to closely coordinate with the Ministry of Industry and Trade and the investigative authorities to scrutinize, categorize, explain, and promptly resolve the issues.
