South Korea’s Doosan Group ‘eyes’ billion-dollar LNG power project in Quang Binh

On April 17, in Hanoi, the General Director of the Electricity of Vietnam (EVN) Group, Nguyen Anh Tuan, received and worked with a delegation from Doosan Group (Korea) led by Mr. Kim Bong Jun, Deputy General Director of the Group.

Mr. Kim Bong Jun expressed his wish to receive attention and create opportunities for cooperation in the Quang Trach 2 LNG Power Plant project and EVN’s renewable energy projects in the future.

In response to this request, EVN leaders said that EVN is currently submitting to the Quang Binh Provincial People’s Committee an adjustment to the investment policy due to the change of fuel from coal to LNG. In terms of cooperation opportunities, Doosan can participate in bidding for the project’s main bid packages after EVN completes the required approval procedures.

With the goal of fulfilling the Net Zero commitment by 2050, Electricity of Vietnam (EVN) is implementing energy transition projects and solutions and developing green energy sources. Therefore, EVN would like Doosan Group to actively share its experience in applying technologies and techniques to the energy transition process, especially the ammonia co-firing technology through technical workshops, experience sharing, or field trips to Doosan’s ammonia co-firing technology plants.

Previously, in January 2024, EVN Chairman of the Board of Directors Dang Hoang An also received and worked with Mr. Kim Jung-Kwan – Chief Marketing Officer and Vice President of the Doosan Group. The South Korean Group expressed its desire to continue expanding cooperation with EVN in the field of renewable energy, especially in the application of ammonia co-firing technology for EVN’s coal-fired power plants.

The Quang Trach 2 Thermal Power Plant Project (consisting of 2 turbines with a total capacity of 1,200 MW) was approved by the Prime Minister in Decision No. 215/QD-TTg (February 18, 2021). The (preliminary) total investment is about 48,150 billion VND, of which EVN’s equity accounts for 20%, and the rest is borrowed capital. The project will put turbine No. 1 into commercial operation in 2028 and turbine No. 2 into commercial operation in 2029.

This is one of two thermal power plants belonging to the Quang Trach Power Center (in Vinh Son hamlet, Quang Dong commune, Quang Trach district, Quang Binh province) with a total area of 540.5 hectares (330.5 hectares of land and 210 hectares of sea surface) in which Electricity of Vietnam is the investor.

The Quang Trach 1 Thermal Power Plant project (including 2 turbines with a total capacity of 1,400 MW and a total investment of over 41,000 billion VND).

On May 15, 2023, the Prime Minister signed Decision No. 500/QD-TTg, approving the National Power Development Plan for the period 2021 – 2030, with a vision to 2050 (referred to as Power Plan VIII). In it, the Quang Trach 2 LNG Power Plant has been adjusted to LNG with a capacity of 1,500 MW.

At the beginning of August 2023, at the online meeting between the Ministry of Industry and Trade and localities on the situation of investment and construction of LNG thermal power projects, Minister of Industry and Trade Nguyen Hong Dien directed to ensure the progress of each specific project, including the Quang Trach II Thermal Power Plant project, which must complete the investment policy before December 2023 and start construction at the end of 2024.

Doosan – South Korea’s largest and oldest diversified group – was founded in 1896. After more than a century, Doosan has developed into a diversified corporation and is ranked as one of the world’s top 10 manufacturers of heavy equipment.

Doosan Vina received its first investment license in Vietnam on November 20, 2006, and began operations in 2009, specializing in boilers for thermal power plants, seaport cranes, desalination equipment, fuel preheating equipment, modules and steel structures for infrastructure works, petrochemical plants and industrial works.
