Supplementary Capital for the Pre-feasibility Study Report of the Laos Cai – Hanoi – Hai Phong Railway Line

Accordingly, VND 4 billion in support will be provided from the central budget reserve for 2024 to the Ministry of Transport to prepare a pre-feasibility study report for the Laos Cai – Hanoi – Hai Phong railway line, as proposed by the Ministry of Planning and Investment. The Ministry of Planning and Investment is responsible for the content of the report and proposals, ensuring compliance with regulations.
Based on the above-mentioned capital amount, the Minister of Transport shall allocate the supplementary capital from the central budget reserve for 2024 to conduct the pre-feasibility study for the Laos Cai – Hanoi – Hai Phong railway line in accordance with the regulations.
The Minister of Transport shall direct the concerned agencies and units to implement this task in accordance with the law. In case the supplementary central budget reserve for 2024 is not fully utilized, a proposal for cancellation of the budget and reduction of the deficit shall be made.
No Misuse of Capital
The Minister of Transport is responsible for directing the concerned agencies and units to utilize the 2024 central budget reserve efficiently and effectively, ensuring no misuse or diversion of the supplementary central budget reserve. The Minister shall also ensure that there is no corruption, waste, or negative influence on the project.
The Minister of Transport shall allocate the remaining funds from the medium-term public investment plan for the 2021-2025 period to complete the investment preparations, including the pre-feasibility study report for the Laos Cai – Hanoi – Hai Phong railway line project.
The Ministry of Transport shall report on the allocation, implementation, and disbursement of the supplementary capital to the Ministry of Planning and Investment and the Ministry of Finance by December 20, 2024.
Furthermore, the Minister of Transport shall direct, inspect, and urge the speedy implementation of the project. The Minister is also responsible for the results of the capital disbursement for the project.
The Minister of Transport is fully accountable to the Government, the Prime Minister, and related agencies for the content, data, and proposals of the project. The Minister shall ensure compliance with the State budget law, public investment law, and other relevant legal regulations.
The Ministry of Planning and Investment and the Ministry of Finance shall monitor and guide the Ministry of Transport in organizing the implementation and disbursement of the supplementary capital from the central budget reserve for 2024. In case of detection of misuse or non-compliance with the State Budget Law, they shall report to the Prime Minister for the recovery of capital and for the accountability of the head of the ministry or central/local agency.
The deadline for the utilization and disbursement of the supplementary central budget reserve for 2024 is December 31, 2024, in accordance with the law.
The Railway Network Planning for the period of 2021-2030, with a vision to 2050, has directed the Laos Cai – Hanoi – Hai Phong railway line to connect from Laos Cai to Nam Hai Phong station, with a length of approximately 380km. It will link the international seaport of Hai Phong with the Dinh Vu, Nam Do Son, and Lach Huyen port clusters. The line is designed as a double-track, standard-gauge, electrified railway, with an investment timeline up to 2030 and beyond.
