The Ho Chi Minh City Urban Infrastructure Investment Project Management Unit (Infrastructure Unit) has submitted a pre-feasibility study report on the adjustment of the Dredging, Infrastructure Construction, and Environmental Improvement Project on the North bank of Kenh Doi, District 8, to the Department of Construction.
This 2023-2030 project has proposed an adjustment to the total investment capital from VND 4,930 billion to VND 7,415 billion.
According to the Infrastructure Unit, the total investment capital for the project, which was approved by the Ho Chi Minh City People’s Committee in late 2023, included a site clearance compensation cost estimate of VND 3,583 billion. However, during the implementation process, there were changes in the compensation policy with the application of the 2024 Land Law and Decree 88/2024 on compensation, support, and resettlement when the State recovers land, which took effect on August 1, 2024.
As a result, the District 8 Site Clearance and Compensation Unit re-estimated the site clearance and compensation cost for the project at VND 6,001 billion, a difference of VND 2,484 billion.
The Infrastructure Unit stated that the increase in compensation, site clearance, support, and resettlement costs led to a rise in the total investment capital for the project, necessitating an adjustment to the investment policy as a basis for project adjustment in accordance with regulations. Therefore, the Infrastructure Unit proposed that the Department of Construction consider and submit it to the Department of Planning and Investment for appraisal of the pre-feasibility study report on project adjustment.
The pre-feasibility study report is expected to be approved in the third quarter of 2024, providing a basis for the development of construction drawings and estimates, site clearance, support, and resettlement, and commencement of construction in 2025 as planned.
The project for infrastructure construction and environmental improvement on the North bank of Kenh Doi involves the construction of a 4.3km embankment on the North bank, along with partial dredging of the canal. Additionally, the project will widen the road along the North bank to 20m, construct a new section of Nguyen Duy Street, build a new Hiep An 2 Bridge, and develop a system of rainwater and wastewater drainage, greenery, and lighting along the route.
The project will affect over 1,630 cases, including 610 partial clearance cases and 1,023 complete clearance cases. Among them, 566 cases have requested resettlement.
This project aims to improve the urban landscape, relocate dilapidated houses along the canal, enhance the quality of life for residents, contribute to environmental protection, and support the development of waterway transportation.
