In relation to the investigation of the “Abuse of Position and Power in the Performance of Public Duties” case, which took place at the Ministry of Industry and Trade, as well as in various provinces and cities, the Security Investigation Agency under the Ministry of Public Security has recently requested EVN to provide information and documents regarding 32 wind and solar power plant projects in multiple locations.

The Security Investigation Agency of the Ministry of Public Security has requested the following documents for each power plant: All negotiation documents and signed power purchase agreements; inspection and acceptance records, including the official recognition of the commercial operation date; and records of periodic and surprise inspections of the electricity metering system, along with inspections of the actual installed capacity of the power plants.

Several solar and wind power projects in Ninh Thuan province have been found to have violations in terms of investment and construction.

Notably, in Ninh Thuan province, there are six solar power projects under investigation: Trung Nam – Thuan Nam, Trung Nam – Thuan Bac, BIM, Thien Tan Solar, Xuan Thien – Thuan Bac, and Thuan Nam 19. Additionally, there is one wind power project, also named BIM, that is being investigated.

Trung Nam – Thuan Nam Solar Power Plant (Thuan Nam district) is a large-scale project by Trung Nam Group, with a capacity of 450 MW. It was inaugurated in late 2020.

Previously, Trung Nam Thuan Nam JSC had constructed the project without being granted land by the competent authority for the solar power plant in Phuoc Minh commune, Thuan Nam district.

Trung Nam – Thuan Bac Solar Power Plant (Thuan Bac district) has a capacity of over 204 MW and is constructed and invested in by Trung Nam Group.

Subsequently, Trung Nam Group sold 49% of the shares of the Trung Nam – Thuan Bac Solar Power Plant to Asia Industrial Technical JSC (ACIT).

Thuan Nam 19 Solar Power Plant (Thuan Nam district) is invested in by Tasco Energy JSC and was inaugurated in June 2019.

Thuan Nam 19 Solar Power Project has a total investment of over VND 1,350 billion and is constructed on an area of 75 hectares in Phuoc Minh commune, Thuan Nam district.

Xuan Thien – Thuan Bac Solar Power Plant (Thuan Bac district) is also on the list of projects being investigated by the Ministry of Public Security. It is invested in by Xuan Thien Group.

Xuan Thien – Thuan Bac Solar Power Plant is constructed on an area of over 259 hectares, with a total investment of about VND 7,000 billion, an installed capacity of 256 MWp, and an expected annual electricity output of about 500 million kWh.

CMX Renewable Energy Vietnam Solar Power Plant (Ninh Son district) commenced construction in 2018, with a capacity of 168 MW. It is built on an area of 186 hectares, with a total investment of nearly VND 4,400 billion.

CMX Renewable Energy Vietnam Solar Power Project is managed by Sunseap Group from Singapore.

Thien Tan Solar Power Plant (connected to the national power grid in March 2020) was constructed overlapping the irrigation planning of the Tan My Irrigation Project in Ba Cai district, Ninh Thuan province.

Thien Tan Solar Power Project, invested in by Thien Tan Group, is constructed on an area of over 1,400 hectares, with a total investment of VND 1,248 billion and an installed capacity of 1,000 MWp.

Lastly, BIM Wind Power Plant has a capacity of 88 MW and is constructed on an area of about 30.5 hectares in Thuan Nam district. It consists of 22 wind turbine towers, each with a capacity of 4 MW (tower height of 120.9 m), and each turbine has a 6288 kVA 0.69/6/33 kV medium-voltage transformer.

BIM Wind Power Project is invested in by BIM Wind Power JSC, a joint venture between BIM Group and AC Energy, a member of the Ayala Group from the Philippines. It was connected to the national power grid in 2021.
