During an interview, Mr. Le Van Chien, Permanent Vice Chairman of the People’s Committee of Dak Nong province, revealed that there are 6 wind power plant projects with a total investment capital of billions of VND on the local area.

Among them, only Dak Hoa 1 wind power plant project (with a total investment of about 1,624 billion VND) has been completed and put into commercial operation.

“There are still 5 wind power projects that have not been put into operation due to many issues that need to be resolved after the conclusion of the Government Inspectorate. The local authorities are urgently directing the solutions to the identified issues. Dak Nong province also proposed the government to have mechanisms for the wind power projects to operate, avoiding wastage for the society,” Mr. Chien said.

5 out of 6 wind power projects remain idle

Prior to that, the Government Inspectorate has issued conclusions pointing out many violations in wind power plant projects in Dak Nong.

Specifically, the People’s Committee of Dak Nong province has issued decisions approving the investment policy for 6 wind power plant projects, including Nam Binh 1, Dak Hoa, Asian Dak Song 1, Dak N’Drung 1, 2, 3.

However, the location of the land for implementing wind power projects has not been allocated for construction purposes.

Specifically, the People’s Committee of Dak Nong province has allowed the investors to rent land for 5 wind power plant projects, with a total area of nearly 65 hectares, within the planned area for exploration, exploitation, processing, and utilization of bauxite from 2007-2015, taking into account until 2025, which has been approved by the Prime Minister.

In addition, the Government Inspectorate also pointed out many violations in the commencement, acceptance, and commercial operation of wind power plant projects in Dak Nong province.

Among them, Nam Binh 1 wind power plant project, Dak Hoa wind power plant project, Dak N’Drung 1, 2, 3 wind power plant projects commenced construction when the construction land had not been leased by the People’s Committee of Dak Nong province.

In particular, Nam Binh 1 wind power plant project commenced construction without the announcement of the technical design appraisal results by the Electricity and Renewable Energy Agency (Ministry of Industry and Trade).

The Government Inspectorate also recommended that the Prime Minister instruct the Ministry of Public Security to receive documents and materials to consider and investigate matters related to the management and land use for the implementation of 5 wind power projects (except for Asian Dak Song 1 wind power plant project which has not been constructed) encroaching on the planned land.

According to statistics, there are 6 wind power projects in Dak Nong province approved by the Prime Minister to supplement the adjusted Power Planning VII, including Dak NDrung 1-100MW wind power project, Dak NDrung 2-100MW wind power project, Dak NDrung 3-100MW wind power project, Dak Hoa-50MW wind power project, Asian Dak Song 1-50MW wind power project, Nam Binh 1-30MW wind power project.

As of now, Nam Binh 1 wind power plant project has been completed (with a total investment capital of over 1,000 billion VND); Dak N’Drung 1, 2, 3 wind power plant projects have invested about 5,800/10,525 billion VND (achieving 55% of the total investment capital); Asian Dak Song 1 wind power plant project is in the process of completing related procedures for implementation.

If the 6 wind power projects are completed, it is expected to contribute about 430MW to the national power grid and contribute about 200 billion VND to the state budget annually.
