The Ho Chi Minh City People’s Committee has directed the Department of Natural Resources and Environment; the People’s Committees of districts and Thu Duc City (district-level People’s Committees); and the City Land Registration Office to collaborate in receiving and processing land-related applications and issuing land-use rights certificates in accordance with the 2024 Land Law.

This directive aims to promptly implement the new provisions of the 2024 Land Law, Decree 101/2024 on land surveys, land registration, and the issuance of land-use right certificates, as well as Decree 102/2024, which details specific articles of the 2024 Land Law.

Additionally, it seeks to minimize disruptions during the application and result retrieval process for land registration procedures, ensuring continuity and stability in land management.

According to the directive, the districts, Thu Duc City, and relevant authorities are expected to diligently implement procedures that have undergone changes in authority and sequence.

The People’s Committees of the districts, Thu Duc City, and relevant branches are responsible for organizing the receipt, processing, and issuance of results for applications in accordance with the prescribed inter-agency collaboration mechanism. They are also tasked with assigning competent and qualified personnel to the Reception and Result Retrieval Units.

The branches of the Land Registration Office will be responsible for receiving applications from households, individuals, residential communities, and overseas Vietnamese who own houses associated with land-use rights in Vietnam for procedures related to registration and the issuance of certificates due to changes in land status.

Except for cases involving the transfer of land-use rights or the purchase of houses and construction works in real estate development projects, the branches will assign personnel to the Reception and Result Retrieval Units at the district-level People’s Committee offices. For branches with separate headquarters, the receipt and retrieval of results will take place at their respective locations as per regulations.

The Reception and Result Retrieval Unit of the Department of Natural Resources and Environment will be responsible for receiving applications from organizations currently using land for procedures related to initial registration and the issuance of land-use right certificates, as well as certificate corrections, revocations, and cancellations.

Similarly, the City Land Registration Office will receive applications for initial registration and the issuance of land-use right certificates, as well as certificate corrections, revocations, and cancellations, for overseas Vietnamese of Vietnamese origin.

The Ho Chi Minh City People’s Committee has also assigned the Department of Natural Resources and Environment, the People’s Committees of districts and Thu Duc City, and the City Land Registration Office to proactively study and implement the provisions of the 2024 Land Law, Decree 101, and Decree 102 during the process of handling land-related procedures and assets attached to the land.
