On August 18, the Office of the People’s Committee of Quang Nam Province announced that the Chairman of the People’s Committee had issued a document on organizing the implementation of the Inspection Conclusion on the management and use of capital construction funds in Nong Son district for the period 2020 – 2023.

Accordingly, the Chairman of Quang Nam People’s Committee agreed with the conclusion of the inspection by the Chief Inspector of the province on the management and use of capital construction funds in Nong Son district for the period 2020 – 2023. He also requested the People’s Committee of Nong Son district to seriously implement the contents of the conclusion.

Quang Nam Provincial Inspectorate points out many violations in Nong Son district

According to the conclusion of the Quang Nam Provincial Inspectorate, in the period of 2020-2023, the People’s Committee of Nong Son district has been proactive in directing, managing, and using capital construction funds, as well as implementing investment in a number of projects using the state budget effectively, meeting the requirements of the local socio-economic development…

However, there are still some shortcomings and limitations. Specifically, in some projects and works, there are issues with the establishment, design drawings, and estimated construction costs – with overestimated and underestimated quantities, and inappropriate application of unit prices and norms…

Many projects have construction periods that do not meet the agreement in the contract, prolonging the completion time for many years and causing delays. In these cases, the investors have not taken measures to request the contractors to compensate for damages as prescribed.

Some Group B and Group C construction projects had allocated capital within the prescribed time frame, but the investors did not have the volume to settle, resulting in the need to refund the capital to the upper-level budget.

The district’s Stadium Project (phase 2) was identified as delayed by the inspection

Due to the prolonged delay in construction, the subsequent capital allocation did not comply with the law as it had exceeded the capital allocation period stipulated in the Law on Public Investment. This resulted in arrears in construction and the inability to complete the project. There were also issues with the acceptance and settlement of some items and works, with acceptance values exceeding the actual construction volume…

The total amount of violations discovered through the inspection was more than VND 1.67 billion.

The Quang Nam Provincial Inspectorate requested the Chairman of the People’s Committee of Nong Son district to direct the Project Management Board for Construction Investment and Land Fund Development, the Department of Economics – Infrastructure, the Department of Education and Training, the Department of Agriculture and Rural Development, the People’s Committees of communes and towns, and related units to urge and collect all amounts of violations.

The People’s Committee of Nong Son district was also requested to inspect, rectify, and draw experiences from the collectives and individuals involved in the limitations and shortcomings in the management and use of investment capital in the period of 2020-2023 as mentioned in the inspection conclusion.
