In a sincere, friendly, and open atmosphere, both sides informed each other of the situation in their respective parties and countries. They also shared information on Vietnam’s construction of a socialist rule-of-law state and China’s comprehensive management of the country in accordance with its laws.

The two sides expressed their delight at the positive developments in the exchanges and cooperation between the Vietnamese National Assembly and the National People’s Congress of China over the past time. They also engaged in in-depth discussions and reached many common perceptions on measures to further strengthen the comprehensive strategic cooperative partnership and build a shared future for Vietnam and China.

General Secretary and President To Lam sincerely appreciated the special sentiments and profound friendship that the Chinese Party, State, and people have always bestowed upon the late General Secretary Nguyen Phu Trong.

General Secretary and President To Lam affirmed the collective leadership of the Vietnamese Party and State’s determination to carry forward the political legacy of the late General Secretary Nguyen Phu Trong. He also emphasized their commitment to consolidating and developing friendly and cooperative relations with China as a consistent policy and a strategic choice in Vietnam’s foreign policy of independence, self-reliance, peace, friendship, cooperation, and development, as well as multilateralization and diversification of foreign relations.

General Secretary and President To Lam stressed his readiness to work with General Secretary and President Xi Jinping and other key Chinese leaders, including Chairman Zhao Leji, to build a beautiful, trustworthy, and mutually guiding working relationship, leading the relations between the two Parties and the two countries to new heights.

General Secretary and President To Lam congratulated China on its tremendous achievements in realizing the first centenary goal of comprehensively building a moderately prosperous society and overcoming difficulties and challenges to maintain stability and comprehensive development.

Chairman Zhao Leji affirmed that China regards Vietnam as a priority in its foreign policy towards neighboring countries. He noted that the two countries are close neighbors with a long-standing traditional friendship, sharing many similarities in political systems, development paths, and cultural and social traditions. Both countries are led by Communist Parties and are building socialism in ways that suit their respective circumstances.

The Chinese Party, State, and people wish to work with their Vietnamese counterparts to continuously consolidate, preserve, and promote the friendly neighborly relationship of “comradeship and brotherhood.” They also aim to actively develop a shared future with strategic significance, contributing to the modernization of socialism in each country. Comrade Zhao Leji expressed his gratitude for the congratulations and positive assessment of General Secretary and President To Lam regarding the outcomes of the third plenary session of the 20th Central Committee of the Communist Party of China. He also shared his insights on the importance of the session in deepening reform and promoting China’s modernization in the coming period.

General Secretary and President To Lam respectfully invited Chairman Zhao Leji to visit Vietnam soon and jointly preside over the first meeting of the Vietnam-China inter-parliamentary cooperation mechanism with Tran Thanh Man, President of the Vietnamese National Assembly.

General Secretary and President To Lam suggested that the Vietnamese National Assembly and the National People’s Congress of China maintain and promote exchanges of delegations at all levels. He also proposed fostering interactions between delegates, specialized committees, groups of friendship parliamentarians, and local people’s congresses of China with provincial people’s councils of Vietnam. These efforts would contribute to enhancing the depth and substance of the friendly and cooperative relations between the two legislative bodies, befitting the new stature of the relations between the two Parties and the two countries. Additionally, he recommended the implementation and concretization of the contents of the cooperation agreement between the two National Assemblies.

At the same time, he emphasized the importance of enhancing exchanges of legislative experiences, further promoting the supervisory role, and urging the governments of the two countries to implement the common perceptions and agreements reached by their leaders. He also suggested strengthening the role of creating legal conditions and promoting the supervisory function to boost the effectiveness of substantive cooperation in various fields. Finally, he advocated for mutual support in regional and global inter-parliamentary forums and close coordination in ensuring the implementation of international treaties to which both sides are members, thus contributing to peace, stability, cooperation, and development in the region and the world.

Chairman Zhao Leji expressed his agreement with General Secretary and President To Lam’s views on developing relations between the two Parties and the two countries and enhancing exchanges and cooperation between the Vietnamese National Assembly and the National People’s Congress of China. He also agreed on the strategic significance of building a shared future for Vietnam and China.

Chairman Zhao Leji proposed that the two sides continuously improve connectivity, especially in the fields of railways and roads, and promote cross-border cooperation zones. He affirmed China’s willingness to import Vietnam’s strong agricultural products, promote projects to improve people’s livelihoods, and organize various friendly activities to commemorate the 75th anniversary of the establishment of diplomatic relations between the two countries in 2025. He also assured the proper handling of border and territorial issues.

Chairman Zhao Leji affirmed that the National People’s Congress of China is ready to strengthen and deepen friendly exchanges and practical cooperation with the Vietnamese National Assembly. This will positively contribute to building a shared future for China and Vietnam, bringing practical benefits to the two countries and their people.

Earlier, General Secretary and President To Lam and the high-ranking delegation of the Vietnamese Party and State visited the Mausoleum of Chairman Mao Zedong, the leader of the Chinese people and a close comrade of the Vietnamese people, to pay their respects.
