According to the Tay Ninh Provincial People’s Committee Portal, on May 20, the People’s Committee of Tay Ninh Province issued Decision No. 970/QD-UBND to revoke 682,765.0 sq. m of land in Tan Phu commune, Tan Chau district. The land was previously allocated to the Tan Chau District People’s Committee per Decision No. 1487/QD-UBND, dated May 4, 2018.

The land revocation is intended for the implementation of the Tan Phu Industrial Cluster Infrastructure Investment Project, as per point d, Clause 3, Article 62 of the 2013 Land Law.

The land’s location and boundaries are determined by the rectified cadastral map No. 202/TD-CL, at a scale of 1:7200, prepared by Nguyen Phuong Mapping and Surveying Co., Ltd. on August 12, 2022, and appraised by the Tay Ninh Department of Natural Resources and Environment on May 29, 2023.

Also, on May 20, the People’s Committee issued Decision No. 971/QD-UBND to lease the aforementioned land to Tan Phu – Lan Tran Investment Co., Ltd. (headquartered in Lot 37, Road No. 6, Trang Bang Industrial Park, An Tinh Ward, Trang Bang Town, Tay Ninh Province) for the Tan Phu Industrial Cluster Infrastructure Investment Project.

The land lease term is from the date of issuance of the provincial People’s Committee’s decision on land lease until December 12, 2067, according to the project’s duration as approved by the competent authority for investment policy.

The land is leased by the State, with a one-time land rent payment for the entire lease term.

Previously, from 2023, according to the proposal for the development of Tay Ninh industrial clusters in the period of 2023 – 2030, Tan Phu Industrial Cluster belonged to the group of “not yet implemented” clusters.

This document states: The Department of Planning and Investment has had Document No. 1089/SKHDT-HTDT dated April 24, 2023, on completing the report on reviewing the project of investing in infrastructure of Tan Phu Industrial Cluster of Tan Phu – Lan Tran Investment Co., Ltd. according to Official Letter No. 2813/VP-TH dated April 3, 2023, submitted to the Provincial People’s Committee, and has been approved by the Provincial People’s Committee at Document No. 3712/VP-TH dated May 3, 2023, of the Office of the Provincial People’s Committee.

Also in the group of “not yet implemented” is the Tan Hoi 2 Industrial Cluster. The Provincial People’s Committee has approved the list of projects calling for investment under Decision No. 1107/QD-UBND dated May 16, 2023, on issuing a list of investment attraction projects in the province in 2023.

Tay Ninh has five operating industrial clusters: Tan Hoi 1, Thanh Xuan, Ben Keo, Hoa Hoi, and Ninh Dien, with a total area of 211.63 hectares. The industrial land available for lease is 146.2 hectares, of which 136.95 hectares has been leased, achieving an average occupancy rate of 93.7%.

Of these, two industrial clusters have infrastructure investors, and three do not. Tan Hoi 1 Industrial Cluster has Tan Hoi Industrial Infrastructure Investment Joint Stock Company as its infrastructure investor and has completed its investment and construction.

Thanh Xuan Industrial Cluster, with Thanh Xuan Industrial Development and Investment Joint Stock Company as its infrastructure investor, has also completed its investment and construction.

The remaining three industrial clusters—Ben Keo, Hoa Hoi, and Ninh Dien—do not yet have infrastructure investors.

Tay Ninh is expected to have three more industrial clusters by 2030

By 2030, Tay Ninh is expected to have three more industrial clusters: Tan Hiep (in Tan Chau district), Tan Hoa (in Tan Chau district), and Thanh Long (in Chau Thanh district).

Tay Ninh is a province in the Southeast region, bordering Binh Duong and Binh Phuoc provinces to the east, Ho Chi Minh City and Long An province to the south, and the Kingdom of Cambodia to the west and north, with a border of 240 km. It has three international border gates (Moc Bai, Xa Mat, and Tan Nam), three main border gates (Ka Tum, Chang Riec, and Phuoc Tan), two border gates with specialized forces, and eight secondary border gates managed by the Border Guard only.

The province boasts two critical transport axes: the Trans-Asian Highway (National Highway 22) and National Highway 22B, serving as vital gateways for road transport to Cambodia and other ASEAN countries.

With its geographical location, Tay Ninh is not only a trade and transit hub for goods, services, tourism, and commerce among the countries in the Mekong sub-region but also holds strategic significance for national defense and security.
