National pride and solidarity
Speaking at the Conference, in the presence of numerous intellectuals, experts, and entrepreneurs from the Vietnamese community abroad – the leading figures who have led the overseas Vietnamese movement for decades, with invaluable contributions to the country and the community – Prime Minister Pham Minh Chinh expressed his delight in seeing many young, dynamic, and successful faces, some familiar and some new to the Forum. This reflects the precious tradition of our nation: as the old bamboo dies, new bamboo shoots emerge, always carrying a strong love for the homeland and a desire to contribute to the country’s development.
Prime Minister Pham Minh Chinh emphasized that the “Forum for Vietnamese Intellectuals and Experts Abroad in 2024” is a very important event, demonstrating the special attention of the Party and State; while affirming the role, position, and contributions of the overseas Vietnamese community to the country.
Considering that the Conference is an opportunity to gather and discuss important and practical issues about the country’s development in the coming years and to listen to the thoughts, wishes, and valuable contributions of the overseas Vietnamese community, the Prime Minister recalled the words of beloved President Ho Chi Minh, which embody national pride and solidarity: “The country and the government always remember and care for our compatriots, just as parents care for their children who are away from home. This is the human heart, this is the sentiment of a family.”
Acknowledging the heartfelt, responsible, and practical opinions of the delegates, the Prime Minister requested the Ministry of Foreign Affairs, the State Committee for Overseas Vietnamese Affairs, and relevant agencies to comprehensively synthesize and maximize the absorption of the opinions, proactively take appropriate solutions in a timely manner according to their functions, tasks, and authority, and create more favorable conditions for our compatriots abroad. Promptly report to the competent authorities on matters beyond their competence.
Informing the Conference about the world and regional situation, Prime Minister Pham Minh Chinh said that the world is undergoing rapid, profound, complex, and unpredictable changes, with unprecedented difficulties and challenges. Overall, there is peace, but locally there are wars; overall, there is détente, but locally there are tensions; overall, there is stability, but locally there are conflicts. The future of the world is being strongly influenced by three dominant factors and shaped and led by three pioneering fields.
According to the Prime Minister, in this general trend, Asia-Pacific-Indian Ocean and ASEAN are increasingly affirming their role as a dynamic driving force and continue to be one of the leading engines leading the world in the 21st century. For Vietnam, opportunities and favorable conditions are intertwined with difficulties and challenges, but the latter outweighs the former.
In this context, Vietnam steadfastly upholds three fundamental factors and six key policies. After nearly 40 years of Renovation, the country has achieved important and historically significant achievements, as the late General Secretary Nguyen Phu Trong affirmed: “Our country has never had such a solid foundation, potential, prestige, and international standing as it does today.”
The Prime Minister affirmed that these achievements were made thanks to the close leadership and direction of the Central Committee, especially the Politburo and the Secretariat; the engagement of the entire political system; the support and assistance of international friends; and, in particular, the unity and joint efforts of the people across the country and the six million overseas Vietnamese.
Through these achievements, we continue to consolidate and enhance the trust of compatriots at home and abroad in the glorious Communist Party of Vietnam and in the future and prosperity of the country; while affirming the fine nature of our regime.
On this occasion, the Prime Minister acknowledged, highly appreciated, and commended the important contributions of the overseas Vietnamese community to the homeland over the years; and praised the efforts of the Ministry of Foreign Affairs and the State Committee for Overseas Vietnamese Affairs in their work related to overseas Vietnamese, contributing to the great national unity.

A community of resources and driving forces to help the country catch up, advance, and surpass
Informing about six major orientations for the country’s development in the coming time; based on the consistent views of the Party and State and the contributions of the overseas Vietnamese community, the Prime Minister shared three messages for the compatriots, along with three orientations and three focuses in the work related to overseas Vietnamese.
Regarding the “three messages”, the Prime Minister emphasized that “The overseas Vietnamese community is an integral part and a resource of the Vietnamese ethnic community” is a consistent and pervasive policy of our Party and State. The year 2025, which marks the 80th anniversary of the Declaration of Independence and the 50th anniversary of the Reunification Day, will be an opportunity to promote and foster national unity and harmony, looking towards the future.
Moreover, the country expects and believes in the overseas Vietnamese community in the cause of building and defending the Fatherland – a great source of strength for the nation. The Prime Minister affirmed: “Your success is also the success of the country – The country is proud of our compatriots abroad. The country cherishes your sentiments, ‘listens attentively, sees clearly, and understands thoroughly’ your thoughts and wishes, and highly appreciates your valuable contributions to the homeland.”
Regarding the “three orientations”, the Prime Minister clarified that the work related to overseas Vietnamese must fully demonstrate and promote the fine tradition of great national unity. All policies must embody this spirit.

Along with this, we should promote the great source of strength and the spirit of patriotism of our compatriots abroad towards the homeland; while actively, positively, and effectively demonstrating the sentiments, trust, and responsibility of the Party and State in taking care of the overseas Vietnamese community.
The work related to overseas Vietnamese needs to be holistic, comprehensive, and inclusive, and it is the responsibility of the entire political system and the entire population. It is necessary to combine the development of mechanisms and policies with the mobilization and support for the community.
Regarding the “three focuses”, Prime Minister Pham Minh Chinh stated that the primary goal is to support compatriots in stabilizing their lives, feeling secure in their work, integrating well, and developing strongly in the host country’s society; building a strong and united community; and taking care of, supporting, and protecting the legitimate rights and interests of the community.
In addition, we need to continue promoting and finding new driving forces to unite the community with each other and with the homeland. We must constantly innovate methods to mobilize and encourage the overseas Vietnamese to contribute to the country’s development, promoting their potential and strengths to contribute to the homeland, and building the identity of the overseas Vietnamese.
“The responsibility to protect the legitimate rights and interests of the overseas Vietnamese community is the responsibility of the Party, State, ministries, sectors, localities, and the entire political system under the leadership of the Party, in order to maximize the strength of the overseas Vietnamese community in the cause of building and defending the Fatherland; building and developing the overseas Vietnamese community as an important bridge, a source of strength, and a driving force to promote substantive and effective international integration, harnessing the strength of great national unity so that our country can catch up, advance, and surpass in today’s world,” the Prime Minister emphasized.
The Prime Minister affirmed that the Party, State, and Government will always create favorable conditions and ensure the legitimate rights and interests of our compatriots regarding land, housing, nationality, residence, investment, and business environment, etc. Comrade To Lam, General Secretary of the Party Central Committee and President of the Socialist Republic of Vietnam, recently affirmed the need to focus on removing difficulties and obstacles in institutions and creating the most favorable conditions for activities that contribute to the country’s development.
On that basis, the Prime Minister requested the Ministry of Foreign Affairs and the State Committee for Overseas Vietnamese Affairs to continue promoting their role as a common house and a reliable address for our compatriots, as a bridge bringing our compatriots closer to the homeland. Continue to innovate and diversify propaganda and information work, support compatriots in preserving the Vietnamese language, promote the fine cultural and traditional values of the Vietnamese nation.
Ministries, sectors, and localities need to renew their development thinking, take strong actions, promptly remove difficulties and obstacles, and create favorable mechanisms and policies for our compatriots and Vietnamese businesses abroad to invest and do business, and support the people in the country.
The Prime Minister requested ministries, sectors, and localities to listen, absorb, and apply in reality the contributions of compatriots; and proactively and actively implement solutions. It is important to note that, along with contributing material resources, the contribution of intelligence, ideas, initiatives, and scientific and technological knowledge of compatriots is a precious resource for the country’s development.
Overseas Vietnamese offer suggestions for rapid and sustainable development
Prime Minister Pham Minh Chinh hopes that the overseas Vietnamese community will increasingly stabilize their lives, legal status, and deeply and comprehensively integrate, while enhancing their political status in the host countries.
“Compatriots should continue to be ambassadors of Vietnam, honoring the Vietnamese nation, the descendants of Lac Long Quan and Au Co, promoting and spreading Vietnamese culture and values. The country will always stand side by side and commit to protecting the legitimate rights and interests of our compatriots,” said the Prime Minister.
The Prime Minister suggested that compatriots should unite and strengthen their community, thereby contributing to enhancing the country’s position; and on that basis, supporting the community to have a better position in the host country. Compatriots should continue to propose breakthrough ideas and initiatives, and put forward specific solutions to further promote the effectiveness of the overseas Vietnamese community’s resources for the country’s development.
Especially in the field of science and technology and innovation, the Prime Minister was pleased to know that Vietnamese intellectuals and experts are a very strong workforce in schools, research institutes, and multinational corporations in many countries. He encouraged them to offer suggestions, especially in the development of science and technology and new fields such as semiconductors and artificial intelligence; and at the same time, propose specific projects, replicate good models and effective practices, and directly participate in the implementation.
Recalling the teachings of President Ho Chi Minh, “Solidarity, solidarity, great unity. Success, success, great success”, the Prime Minister shared: “With the love for the homeland, the fine traditional and modern cultural values, we believe that the overseas Vietnamese community, an integral part of the Vietnamese ethnic community, will continue to promote their strengths and intelligence, develop strongly, play the role of a bridge between Vietnam and the world, combine the strength of the nation with the strength of the era, and live up to the tradition of Lac Hong descendants, realizing the aspiration to build a powerful and prosperous country, standing shoulder to shoulder with the five continents as beloved President Ho Chi Minh wished.”
The country is at an important point in the development journey
Speaking about the aspirations, proposals, and recommendations of the overseas Vietnamese community to the leaders of the Party and State, Mr. Hoang Dinh Thang, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, Chairman of the Union of Vietnamese Associations in Europe, expressed his respect for the sentiments and attention of the leaders of the Party and State, ministries, sectors, and localities, and the people in the country towards the overseas Vietnamese community; his pride and belief in the development and increasing position of the country; and his desire to contribute more to the country’s development.
Mr. Hoang Dinh Thang proposed that the State continue to institutionalize the views and guidelines of the Party on overseas Vietnamese work; and have breakthrough policies to facilitate overseas Vietnamese to regain Vietnamese nationality while retaining their foreign nationality, and determine the nationality for children of mixed Vietnamese and foreign marriages.
The Chairman of the Union of Vietnamese Associations in Europe suggested considering the adjustment and supplementation of regulations to allow overseas Vietnamese to participate in elections and be elected to the National Assembly; and expanding the permission for overseas Vietnamese associations to become members of socio-political organizations in the country…
Regarding support for the community, Mr. Hoang Dinh Thang proposed that, through high-level contacts and diplomatic channels, it is necessary to promote the recognition of the overseas Vietnamese community in some countries with sufficient conditions as an ethnic minority; promote the signing of labor cooperation agreements with countries, strengthen the management of sending Vietnamese workers abroad, and improve vocational training and foreign language skills for workers before going abroad.
In addition, it is necessary to build an effective mechanism to receive, handle, and respond to the opinions of overseas Vietnamese; reform administrative procedures towards simplicity, transparency, and efficiency; strengthen the connection between experts, intellectuals, and overseas Vietnamese; pay attention to supporting the preservation of Vietnamese culture and language; and organize more cultural and artistic events abroad to promote the image of the country and people of Vietnam…
Regarding the resources for implementing the work related to overseas Vietnamese, Mr. Hoang Dinh Thang hoped that the Party and State would continue to pay close attention to the community and focus on this work by allocating appropriate resources.

Mr. Johnathan Hanh Nguyen, an overseas Vietnamese in the Philippines and Chairman of the Lien Thai Binh Duong Group, said that, with a strategic vision, the Government has continuously improved and issued new policies, especially in the fields of investment, economics, education, and science and technology. Thanks to this, the investment environment has improved significantly, creating favorable mechanisms not only to attract capital but also to bring back knowledge, experience, and creativity from the overseas Vietnamese community.
Emphasizing the attraction of talents, especially the young generation from the overseas Vietnamese community, Mr. Johnathan Hanh Nguyen proposed that the Government should have a strategy to attract students and young people from the community to intern and start businesses, and participate in community projects in Vietnam, to help them connect with their roots and bring new initiatives to contribute to the country’s development.
To harness the potential of young overseas Vietnamese and take advantage of new technologies, Mr. Johnathan Hanh Nguyen suggested applying the sandbox mechanism (allowing the testing of new technologies and business models without requiring multiple licenses); and creating more favorable conditions for overseas Vietnamese in terms of regulations related to nationality and identification…
Regarding the improvement of the investment environment, Mr. Johnathan Hanh Nguyen said that Vietnam has made significant progress in improving the investment environment, but it is necessary to increase transparency and simplify procedures. Consider establishing a one-door mechanism for overseas Vietnamese, providing information, consulting, and resolving legal issues related to investment.
Regarding the strategy for developing regional innovation hubs, Mr. Johnathan Hanh Nguyen suggested creating special mechanisms and incentives for projects on national data infrastructure development, AI, and semiconductors; promoting programs to train high-quality human resources; establishing special mechanisms to promote technology incubators; and having policies to encourage overseas Vietnamese to participate in tourism development and retail investment…
Speaking at the Forum, regarding the “Strategy for Science, Technology, and Innovation Development towards 2030 to Serve the Country’s Development Requirements and Proposals for the Participation of Overseas Vietnamese”, Minister of Science and Technology Huynh Thanh Dat said that with many important tasks in the development of science, technology, and innovation in the coming time, the Ministry of Science and Technology hopes that the team of intellectuals and experts from the overseas Vietnamese community will actively contribute to science, technology, and innovation activities in the country.
The most extensive bribery case ever in Thanh Hoa: Numerous suspects prosecuted for “Giving and Receiving Bribes”
The Provincial Security Investigation Agency (PSIA) of Thanh Hoa province announced on January 31st that it has made the decision to initiate a prosecution against 23 individuals in connection with the offenses of “Accepting bribes” and “Giving bribes” as stipulated in Article 354(3) and Article 364(2) of the Criminal Code.
