On the morning of August 21, at the National Convention Center, Prime Minister Pham Minh Chinh attended the 4th global conference for overseas Vietnamese and the 2024 Forum for Vietnamese Intellectuals and Experts.
This is the fourth global conference for overseas Vietnamese, following the success of the previous three conferences held in 2009, 2012, and 2016. With the theme “Overseas Vietnamese join hands to realize the country’s development aspirations,” the conference was also attended by leaders and former leaders of the Party, State, National Assembly, Government, and Fatherland Front; leaders from various localities; and 400 overseas Vietnamese from over 40 countries and territories.
OVERSEAS VIETNAMESE BECOMING AN IMPORTANT RESOURCE FOR THE COUNTRY’S DEVELOPMENT
In his opening remarks, Minister of Foreign Affairs Bui Thanh Son stated that since the third conference in 2016, the world, regional situations, and the situation of the overseas Vietnamese community have undergone significant changes. The factors of instability, insecurity, and uncertainty in the world and region have strongly and profoundly affected, and even disrupted the lives of overseas Vietnamese. Moreover, the development of a knowledge-based economy and the Fourth Industrial Revolution have posed new demands on the work related to overseas Vietnamese.
In this context, Minister Bui Thanh Son expressed his pride in seeing the community’s strong development in both quantity and quality. From around 4.5 million people in 109 countries and territories in 2016, there are now over 6 million Vietnamese living and working in 130 countries and territories.
Among them, about 10% have a university degree or higher, equivalent to 600,000 people. Vietnamese associations, including business associations and associations of experts and intellectuals, have been established in most areas where Vietnamese reside, creating a vast network that connects Vietnamese both inside and outside the country.
Overseas Vietnamese are increasingly asserting their role and position in host societies. Some Vietnamese have actively participated in the host countries’ political systems at different levels; many Vietnamese entrepreneurs are among the world’s billionaires; and numerous experts, intellectuals, and artists of Vietnamese origin have been honored with international awards, contributing to enhancing Vietnam’s prestige and position.
At the same time, overseas Vietnamese serve as a bridge and actively contribute to promoting multifaceted cooperation between the host countries and Vietnam.
Notably, overseas Vietnamese have become an important resource in the country’s construction and development process. In the past 30 years, the total remittance to Vietnam has exceeded 200 billion USD, equivalent to the disbursed foreign direct investment capital in the same period.
As of the end of 2023, overseas Vietnamese have invested in 421 foreign direct investment projects with a total registered capital of 1.72 billion USD. In addition, there are thousands of businesses with investment from overseas Vietnamese.
The Minister affirmed that with the deep concern of the Party and State leaders, the proactive and active participation of the entire political system from central to local levels and all people, including overseas Vietnamese, the work related to overseas Vietnamese has achieved important and comprehensive results on all fronts, making significant contributions to the cause of building, defending, and developing the country.
The year 2024 marks the 20th anniversary of the implementation of Resolution 36 of the Party Central Committee on overseas Vietnamese work. This is an opportunity to “draw valuable experiences and lessons to take the work related to overseas Vietnamese to a new height, suitable to the country’s development requirements in the new situation and meet the legitimate aspirations of overseas Vietnamese,” said the Minister.
The 4th global conference for overseas Vietnamese is taking place as the entire nation is exerting efforts to achieve the goals of the 13th Party Congress Resolution, striving to become a developing country with modern industry and upper-middle income by 2030 and a developed and high-income country by 2045. To realize these goals, it is essential to have the significant contributions of the community of over 6 million overseas Vietnamese.
For this reason, for the first time, the Ministry of Foreign Affairs, in coordination with relevant agencies, organized the Forum for Vietnamese Intellectuals and Experts within the framework of the conference.
“This is a direct instruction from Prime Minister Pham Minh Chinh during his official visit to Australia and New Zealand in March this year, reflecting the Prime Minister’s deep concern for overseas Vietnamese work,” emphasized the Minister.
NEED FOR BREAKTHROUGH POLICIES TO FACILITATE OVERSEAS VIETNAMESE
Expressing his appreciation for the attention and support of the Party and State leaders, ministries, branches, and localities, and the people in the country to the overseas Vietnamese community in the past time, Mr. Hoang Dinh Thang, member of the Central Committee of the Vietnam Fatherland Front, and President of the Union of Vietnamese Associations in Europe, suggested that the State continue to institutionalize the Party’s viewpoints and guidelines on overseas Vietnamese work. He also called for breakthrough policies to facilitate overseas Vietnamese in regaining Vietnamese citizenship while retaining their foreign citizenship and determining the nationality of children of mixed Vietnamese and foreign descent.
Commending Vietnam’s efforts in continuously improving and issuing new policies, especially in investment, economics, education, and science and technology, Mr. Johnathan Hanh Nguyen, an overseas Vietnamese in the Philippines and Chairman of the Inter-Pacific Group, shared that Vietnam’s investment environment has improved significantly. These mechanisms not only attract capital but also bring back knowledge, experience, and creativity from the overseas Vietnamese community.
Emphasizing the importance of attracting talents, especially young generations from the overseas Vietnamese community, Mr. Johnathan Hanh Nguyen proposed that the Government should have a strategy to attract overseas Vietnamese students and youth to intern and start businesses in Vietnam, engaging them in community projects. This would help them connect with their roots and bring new initiatives to contribute to the country’s development.
To harness the potential of young overseas Vietnamese and take advantage of new technologies, Mr. Johnathan Hanh Nguyen suggested that the Government apply a sandbox mechanism to allow the experimentation of new technologies and business models without requiring multiple licenses. He also recommended that the Government create more favorable conditions for young overseas Vietnamese to hold Vietnamese citizenship while retaining their foreign citizenship and obtaining identification cards.
Regarding the improvement of the investment environment, Mr. Johnathan Hanh Nguyen stated that Vietnam has made significant strides, but there is a need to enhance transparency and simplify procedures. He suggested considering a one-door mechanism for overseas Vietnamese, providing information, consulting, and resolving legal issues related to investment.
On the strategy to develop regional innovation hubs, Mr. Johnathan Hanh Nguyen proposed creating special mechanisms for projects related to national data infrastructure development, AI, and semiconductors. He also recommended providing special incentives for technology incubators and encouraging overseas Vietnamese to participate in tourism development and retail investment.
