The conference was honored to be chaired by Comrade Tran Luu Quang – Member of the Central Committee of the Party, Head of the Central Economic Committee, and Deputy Prime Minister; Comrade Tran Hong Ha – Member of the Central Committee of the Party and Deputy Prime Minister; and Comrade Nguyen Hong Dien – Member of the Central Committee of the Party and Minister of Industry and Trade. The conference was attended by more than 400 delegates from ministries, branches, provincial Party committees, municipal Party committees, and central-affiliated party committees, as well as key officials from the Vietnam National Oil and Gas Group (Petrovietnam) and the Vietnam National Petroleum Group (Petrolimex).

In his opening speech, Comrade Tran Luu Quang, Head of the Central Economic Committee and Deputy Prime Minister, highlighted the special attention given to the oil and gas industry by the Party and the State. He also suggested and led a discussion on several topics, focusing on issues such as: (1) The implementation of Resolution No. 41-NQ/TW and Conclusion No. 76-KL/TW: directions, tasks, solutions, feasibility, and especially the need to clarify difficulties and obstacles in implementation; (2) The alignment of the oil and gas industry with the development of the country, the industry, and local areas; (3) Necessary changes to the institutional framework to create a legal corridor to overcome challenges and promote development; (4) Steps to build leading enterprises in the oil and gas field; (5) Fostering a mutually beneficial relationship between enterprises and local areas, with a spirit of local support for enterprise development, and enterprise growth creating conditions for local area advancement. By consolidating this mutual support, we will drive the development of the oil and gas sector and the overall progress of the country.

At the conference, the delegates listened to Comrade Nguyen Duc Hien, Deputy Head of the Central Economic Committee, as he communicated and emphasized the key contents of Conclusion No. 76-KL/TW. Comrade Hien elucidated the situation and causes, highlighting the achievements in five main areas of activity and the results of implementing the strategic objectives after more than eight years of carrying out Resolution No. 41-NQ/TW.

Based on an analysis of the international and domestic contexts, Comrade Hien presented several orientations, tasks, and primary solutions to be implemented in line with the spirit of Conclusion No. 76-KL/TW and Resolution No. 41-NQ/TW. He emphasized and analyzed the specific role of each main field in the oil and gas industry and the necessity of building and forming several large-scale national energy industry centers, developing a number of oil and gas enterprises with regional and international competitiveness associated with the leading role of state energy groups.

Following this, a representative of the Ministry of Industry and Trade, on behalf of the Prime Minister, presented the Plan for Implementing Conclusion No. 76-KL/TW of the Government, issued under Resolution No. 38/NQ-CP. The purpose of this plan is to unify the direction of the levels and branches in propagating the contents and seriously implementing Conclusion No. 76-KL/TW and Resolution No. 41-NQ/TW, creating interoperability, consistency, and linkage with the implementation of the Party’s resolutions, the country’s socio-economic development strategies, and the strategies of ministries, branches, and localities.

The comrade focused on presenting specific tasks and solutions associated with the leading role of the ministries and branches according to their functions and tasks, especially for key ministries and branches such as the Ministry of Industry and Trade, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Public Security, the Ministry of National Defense, and the State Capital Management Committee. He requested that the People’s Committees of the provinces and centrally-run cities concretize Conclusion No. 76-KL/TW in their respective provinces and cities, taking into account the characteristics of each locality. The Vietnam National Oil and Gas Group is oriented to develop into a national industrial-energy group, while the Vietnam National Petroleum Group aims to become the leading energy group in Vietnam, offering green, clean, high-quality, and environmentally friendly energy products.

Speaking at the conference, Comrade Le Manh Hung, Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam National Oil and Gas Group, presented the Action Program/Plan of the Group’s Party Committee to implement Conclusion No. 76-KL/TW. Accordingly, to effectively execute the development strategy of the Vietnam Oil and Gas Industry, Petrovietnam has identified and assessed the impacts from the world and regional contexts, challenges, and source evaluation, thereby determining development goals, orientations, and solutions for the coming time. This ensures the successful realization of the development objectives of the Vietnam Oil and Gas Industry as approved by the Politburo in Conclusion No. 76-KL/TW and Resolution No. 41-NQ/TW. Comrade Le Manh Hung also affirmed that the documents, guidelines, and strategic development orientations, along with the completion of relevant mechanisms and policies, create favorable conditions for the Vietnam Oil and Gas Industry and Petrovietnam to thrive. These are the opportunities and foundations for Petrovietnam to overcome objective and subjective difficulties arising from the world, regional, and domestic contexts, as well as financial resource limitations, to confidently achieve the goal of developing the Vietnam National Oil and Gas Group into a national industrial-energy group with regional and international competitiveness.

Based on the orientation of becoming a national industrial-energy group, Petrovietnam has identified seven groups of tasks and solutions that need to be implemented vigorously, synchronously, and effectively immediately. These include: Proactively coordinating closely with competent authorities to build and perfect institutions and policies that facilitate the rapid and sustainable development of the oil and gas industry and the Vietnam National Oil and Gas Group; Upgrading the oil and gas infrastructure towards synchronization, intelligence, and advancement, meeting the requirements of ensuring national energy security and keeping up with the energy transition trend; Enhancing corporate governance across the entire Petrovietnam Group; Attracting and improving the efficiency of capital utilization for development, effectively managing the investment project portfolio; Formulating a development strategy and restructuring plan for Petrovietnam in line with the model of a national industrial-energy group, consistent with the orientation of the Vietnam Oil and Gas Industry development strategy, ensuring the goal of maintaining market share in traditional oil and gas fields with high quality and economic efficiency, while expanding into new energy and renewable energy value chains; Promoting digital transformation, enhancing research, technology transfer, innovation, and human resource quality improvement; Strengthening international cooperation, ensuring national defense, security, and foreign affairs, and protecting resources and the environment.

On behalf of the Government, Deputy Prime Minister Tran Hong Ha spoke about some outstanding achievements of the oil and gas industry and the state-owned oil and gas groups. He also analyzed the international context and some key impacts on the oil and gas industry in the coming time, especially in the context of the green energy transition, where we are late entrants but are now leading in the field. Based on Resolution 38/NQ-CP of the Government, the comrade requested that the relevant ministries and branches, according to their functions and assigned tasks, promptly build implementation plans and pay attention to several focal points regarding the improvement of policies and laws to facilitate the rapid and sustainable development of the oil and gas industry, ensuring consistency with the Law on Oil and Gas and related legal documents; continue to develop mechanisms and policies to promote investment attraction; implement financial solutions, develop capital sourcing plans; carry out suitable planning to proactively secure land funds for the development of the oil and gas infrastructure, etc.

In his closing remarks, Comrade Tran Luu Quang, Head of the Central Economic Committee and Deputy Prime Minister, highlighted the significant contributions of the oil and gas industry to the country’s socio-economic development and emphasized the increasing importance of the industry in the context of Vietnam’s industrialization and modernization. The reports also showed that state-owned oil and gas groups such as Petrovietnam and Petrolimex have affirmed their roles, maintained stable development, and grown stronger over the years, serving as important pillars of the state-sowned economy and contributing to the country’s macroeconomic stability.

To effectively implement Conclusion No. 76-KL/TW, the comrade requested that party committees at the central and local levels and party committees of state-owned energy groups propagate Resolution No. 41-NQ/TW, Conclusion No. 76-KL/TW of the Politburo, and Resolution 38/NQ-CP of the Government. He emphasized the need for consistency in policies and direction and thoroughness in implementation. Localities should pay attention to developing the energy sector as this is a trend that will bring opportunities to the regions. Secondly, continue to build programs and plans to effectively implement Resolution No. 41-NQ/TW and Conclusion No. 76-KL/TW, taking into account local strengths and high feasibility. Thirdly, in the implementation process, it is necessary to identify difficulties and obstacles, such as institutional issues and coordination mechanisms between parties, and propose solutions to overcome them. Fourthly, in the current context, we must accept competition with a courageous attitude, apply advanced science and technology achievements, train and retain high-quality human resources. Fifth, pay attention to developing infrastructure, especially digital infrastructure and digital transformation.
