On August 23, at the Party Central Committee’s Headquarters, General Secretary and President To Lam chaired a Politburo meeting to discuss and provide guidance on Ho Chi Minh City’s master plan for the 2021-2030 period, with a vision towards 2050.

Politburo Meeting on Ho Chi Minh City’s Master Plan

After hearing the report presented by the City Party Committee’s representative, along with contributions and opinions from various agencies on the master plan proposal, the Politburo engaged in a thorough discussion and reached a consensus on the key principles and directions for Ho Chi Minh City’s master plan.

In his conclusionary remarks, General Secretary and President To Lam emphasized that the master plan must effectively implement the Party’s guidelines and resolutions issued by the Party Central Committee, the Politburo, and the Secretariat over the years, especially Resolution No. 31 of the Politburo on the orientations and tasks for Ho Chi Minh City’s development until 2030, with a vision towards 2045.

He further added that the master plan should adhere to the provisions of the law, particularly the Law on Planning, and be in alignment with the national master plan, regional plans, and sectoral plans, ensuring harmony and consistency. Any conflicts or inconsistencies should be adjusted for a unified approach.

The master plan must also clearly reflect Ho Chi Minh City’s special role and position as the country’s economic, cultural, education and training, and science and technology center. It should aim for the city to become a leading economic, financial, service, cultural, educational, and innovative hub in Southeast Asia and Asia, with global competitiveness.

General Secretary and President To Lam highlighted the importance of efficiently utilizing ground, water, underground, and sky spaces, as well as organizing urban, service, industrial, and rural spaces appropriately. He also emphasized the need to incorporate modern transportation modes befitting the future global city.

He further stressed the balance between economic development and cultural preservation, always placing the people at the center of progress.

The Politburo requested the Ho Chi Minh City Party Committee to take the lead in promptly finalizing the master plan.

Once the master plan is approved, it is crucial to demonstrate determination and resolve, along with establishing mechanisms and policies, to unlock and activate all resources for effective implementation. This will ensure that Ho Chi Minh City rises to the expectations of the Party Central Committee, the Politburo, and the people of the country.
