In an attempt to gain the trust of email recipients, scammers have cited Decision No. 2345/QD-NHNN dated December 18, 2023, issued by the State Bank of Vietnam (SBV) regarding the implementation of safety and security measures for online and bank card payments. The scammers urge recipients to update their biometric information via a fraudulent link included in the email.

Specifically, a fake email address, “[email protected],” sent fraudulent information along with two links: one for updating biometric information, with a deadline of August 30, 2024, and the other containing the full text of Decision No. 2345/QD-NHNN (attached to the fake email).

The SBV affirms that this is an act of impersonation aimed at tricking recipients into complying with the scammers’ demands and collecting their personal information. The scammers lure recipients into clicking on the fake link to download and install a purported biometric information collection application, which is actually malware designed to steal personal data, gain unauthorized access to individuals’ devices and bank accounts, or engage in other illegal activities.

It is important to note that the SBV only disseminates official information through its website at https://www.sbv.gov.vn. The SBV does not send emails directly to customers of credit institutions requesting updates to their biometric information.

The SBV urges the public and customers of credit institutions to exercise extreme caution, refrain from clicking on unfamiliar links received via chat, SMS, or email, and never disclose personal information or one-time passwords (OTPs) to unknown websites or individuals, including those claiming to be bank employees. It is crucial to be vigilant and cautious when receiving and processing information from unofficial or unverified sources.
