According to VNA, on August 22 in Hanoi, the Steering Committee for Summarizing Theoretical and Practical Issues on the 40-year Renovation towards Socialism in Vietnam (Steering Committee for 40-year Renovation Summary) held its fourth meeting. Party General Secretary and State President To Lam, Head of the Steering Committee for 40-year Renovation Summary, chaired the meeting.

Also attending the meeting were Comrade Luong Cuong, Politburo member, Permanent Secretary of the Party Central Committee, and Standing Deputy Head of the Steering Committee for 40-year Renovation Summary; and Comrade Nguyen Xuan Thang, Politburo member, President of the Ho Chi Minh National Academy of Politics, Director of the Central Theory Council, and Deputy Head of the Steering Committee for 40-year Renovation Summary.
The meeting was attended by Politburo members, Party Central Committee members, alternate members of the Party Central Committee, who are members of the Standing Committee and members of the Steering Committee for 40-year Renovation Summary.

After the Politburo decided to conduct a summary of the 40-year Renovation and issued a Decision on the establishment of the Steering Committee for Summarizing Theoretical and Practical Issues on the 40-year Renovation towards Socialism in Vietnam, under the direction of the Steering Committee for 40-year Renovation Summary, the Central Theory Council, as the Standing Agency of the Project on 40-year Renovation Summary, has closely coordinated with the Office of the Party Central Committee and relevant ministries, sectors, and localities to actively and proactively deploy summary activities.

The draft Report consists of 5 main parts: The context of the world, region, and country that affects the 40-year Renovation process; the development of the Party’s theoretical perception during the 40-year Renovation; achievements and limitations in the practical building of socialism in Vietnam; generalizations, issues, and lessons learned; forecasts, proposals, views, orientations, and solutions to continue to comprehensively promote the Renovation, build and develop the country, and defend the Fatherland in the new period.

The Report on the Summary of the 40-year Renovation is an important input for the development of documents to be submitted to the 14th National Party Congress
Speaking at the conclusion of the meeting, Party General Secretary and State President To Lam acknowledged and highly appreciated the efforts of the members of the Steering Committee for 40-year Renovation Summary. After the 3rd meeting of the Steering Committee for 40-year Renovation Summary, based on 47 thematic reports, 8 content reports according to 6 Groups, along with some reports from provinces and cities, the initial results of state-level programs and topics, and the inheritance of the results of the 20-year and 30-year summaries, the Steering Committee has promptly built a draft report summarizing some theoretical and practical issues over the 40-year Renovation in Vietnam.
The Report on the Summary of the 40-year Renovation is an important input for the development of documents to be submitted to the 14th National Party Congress, including the Political Report, which is the central report.
The development of the draft Report must be carried out urgently and scientifically, with a great investment of effort and intellect, in order to be able to promptly distill the content into the documents of the 14th National Party Congress.

Party General Secretary and State President To Lam highly appreciated the summarized and systematized content with the following outstanding results: The development of the Party’s theory on Renovation towards socialism and the building and defense of the socialist Fatherland over the 40-year Renovation has been clarified. Achievements and limitations in the practical building of socialism in Vietnam in 4 major groups of issues (building and developing a socialist-oriented market economy; developing culture, society, and people; national defense, security, and foreign affairs; building and rectifying the Party and a clean and strong political system) have been evaluated and clarified.
A generally important development in the theoretical perception of socialism and the building of socialism in Vietnam has been pointed out, including the proposal to determine the model of socialism with 3 pillars (a socialist-oriented market economy; a socialist law-governed state; and socialist democracy led by the Communist Party); historically significant achievements, limitations, and lessons learned have been clarified.
The situation has been relatively closely forecasted, and the goals, viewpoints, main targets, and orientations of tasks and solutions to continue to comprehensively promote the Renovation have been proposed.
The draft Report has proposed and recommended a number of contents to serve the development of documents for the 14th National Party Congress.

The spirit is to look straight at the truth, accurately assess the achievements, frankly and objectively point out the limitations, weaknesses, and shortcomings, and their causes, especially the bottlenecks and obstacles to the country’s development that have not been or are slow to be removed and overcome; continue to persist in the cause of national Renovation.

Party General Secretary and State President To Lam noted that summarizing some theoretical and practical issues on the 40-year Renovation towards socialism in Vietnam is a crucial task for the cause of national Renovation and development, and directly contributes to the development of the draft Political Report to be submitted to the 14th National Party Congress. Therefore, the Report on the Summary of the 40-year Renovation will continue to be improved and then submitted to the Politburo for comments, after which it will be submitted to the 10th Plenum of the Party Central Committee.
