On August 23, the Politburo met at the Party Central Committee’s Headquarters to discuss and give opinions on Ho Chi Minh City’s master plan for the 2021-2030 period, with a vision towards 2050. The meeting was chaired by General Secretary and President To Lam.

After hearing reports from the city’s Party Committee and contributions from various agencies on the master plan proposal, the Politburo discussed and agreed upon key principles and directions for the city’s development.

In his conclusion, General Secretary and President To Lam emphasized several points. First, the master plan must concretize the Party’s guidelines and resolutions, especially Resolution No. 31 on the direction and tasks for Ho Chi Minh City’s development until 2030, with a vision towards 2045.

It should also comply with legal regulations, particularly the Law on Planning, and be consistent with national, regional, and sectoral plans, without any conflicts or contradictions.

Second, the plan should highlight the city’s crucial role as the country’s economic, cultural, educational, and scientific-technological hub. It should also aim to make the city a leading economic, financial, service, cultural, educational, and innovative center in Southeast Asia and Asia, with global competitiveness.

Third, efficient utilization of land, water, underground, and airspace is essential, along with appropriate urban, service, industrial, and rural spatial organization. Modern transportation methods that match the future global city’s image should also be considered.

Fourth, a balance between economic development and culture is necessary, always keeping the people at the center of progress.

The Politburo requested the Ho Chi Minh City Party Committee to promptly finalize the master plan. Once approved, it is crucial to have the determination, mechanisms, and policies to unlock and activate all resources for effective implementation, building a Ho Chi Minh City that lives up to the expectations of the Party Central Committee, the Politburo, and the people of Vietnam.
