Deputy Prime Minister Tran Hong Ha Chairs the Third Meeting of the National Steering Committee for Important National Programs, Projects and Energy Sector Key Projects

According to the report from the Ministry of Industry and Trade, compensation and site clearance for power grid projects to evacuate capacity for Nhon Trach 3 and 4 LNG power plants are progressing very slowly. In the coming time, EVN and PVN need to soon agree and sign the power purchase agreements (PPAs)

.

Regarding the projects in the Quang Trach Power Center, the construction progress of Quang Trach 1 Thermal Power Plant has reached 63% but is still facing difficulties in site clearance for some items.

Quang Trach 2 Thermal Power Project is in the process of adjusting the investment policy to switch to using LNG.

The Steering Committee discussed the mechanism for developing gas-fired power projects, with the immediate focus on resolving the remaining difficulties and obstacles of the two Nhon Trach 3 and 4 LNG power projects, the Gas-Power Chain Project in Lot B, and the Quang Trach Power Center…

In his remarks, Deputy Prime Minister Tran Hong Ha requested close monitoring of the implementation progress of the Nhon Trach 3 and 4 thermal power projects.

The Deputy Prime Minister requested that the Ministry of Industry and Trade, localities, in coordination with the Ministry of Public Security and relevant agencies, inspect the solar power projects mentioned in the conclusion of the Government Inspectorate and transfer them to the investigative agency.

Regarding the gas-fired power projects that are facing obstacles in terms of mechanisms for determining contracted electricity output and electricity prices, the Deputy Prime Minister suggested that corporations and enterprises proactively work with the Ministry of Industry and Trade to finalize the amendment and issuance of relevant circulars, and prepare dossiers to report to the Government for submission to the National Assembly for issuance of a resolution on mechanisms and policies for gas-fired power projects.

Regarding the pilot offshore wind power development proposal, the Deputy Prime Minister requested that there must be specific projects and models (including those for complete export, green fuel production (hydrogen, ammonia), and grid connection), as well as implementation methods (by domestic enterprises or joint ventures with foreign partners), in order to define the “problem” to be solved in terms of legal corridors, surveys, planning… “so that the Prime Minister can approve and comprehensively deploy.”

Especially, the Deputy Prime Minister assigned the Ministry of Industry and Trade, the Ministry of Planning and Investment, the Ministry of Justice, and localities to inspect and report specifically on the number of power source projects that are behind schedule, clarifying “which projects can be handled and which cannot”, and proposing directions for handling in accordance with the law.

The Ministry of Industry and Trade was also requested to urgently study and formulate a proposal to ensure proactive compensation for the capacity of power source projects that are behind schedule compared to the implementation plan of Power Development Plan VIII, with solutions and mechanisms for deciding on investment in new power source projects, and mobilizing additional power sources: hydropower, solar power, rooftop solar power, and electricity storage systems…
