Prime Minister Pham Minh Chinh opened the meeting, stating that we are nearing the end of three-quarters of the entire term. A review shows that many targets set by the 13th Party Congress will be met and exceeded, but there are also targets that require further acceleration and breakthrough to be achieved, such as GDP growth and labor productivity.
One of the solutions to accelerate and achieve breakthroughs, as mentioned by the Prime Minister, is to remove legal obstacles and perfect the institutional framework. This includes enhancing decentralization, avoiding bureaucratic mechanisms, and reducing compliance costs for agencies, businesses, and citizens.
At the upcoming 8th session of the 15th National Assembly, the Government will present a law amending multiple laws and other laws to address obstacles and mobilize all social resources, especially from the private sector, for development.
The Prime Minister requested that the delegates focus their discussions on the presented contents, particularly the draft laws and law-making proposals, to ensure progress and quality in their submission to the National Assembly.
According to the agenda, the Government will discuss and provide opinions on the following: The Draft Law on Amending and Supplementing a Number of Articles of the Law on Officers of the People’s Army of Vietnam; The Draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum; The Proposal to Build the Public Investment Law (amended); The Proposal to Build the Law Amending and Supplementing a Number of Articles of the Law on Planning, Investment Law, Law on Investment in the Form of Public-Private Partnership, and Bidding Law.
The meeting will also cover: The Proposal to Build the Law Amending and Supplementing a Number of Articles of the Law on State Budget, Law on Management and Use of Public Assets, Law on National Reserves, Accounting Law, Independent Audit Law, Securities Law, and Tax Administration Law; The Draft Law on Enterprise Income Tax (amended); The Draft Law on Special Consumption Tax (amended); and other related contents.
Earlier, the Steering Committee for Reviewing and Handling Obstacles in the System of Legal Documents held two meetings to identify areas requiring amendments in laws with urgent and problematic issues. The Government has also consecutively organized meetings to discuss and agree on amendments to a law in the field of investment and finance, contributing to removing difficulties in production and business activities, promoting economic growth, controlling inflation, and ensuring macroeconomic stability and major economic balances.
