According to a report by the Management Board of Bac Ninh Province’s Transport Infrastructure Project (the investor), as of now, Component Project 1.3 has achieved 97.28% in site clearance. For the remaining area, the local authorities have been developing compensation plans for residential land and land allocated beyond authorized jurisdiction. The disbursement value reached 12.6% of the 2024 capital plan.

Regarding Component Project 2.3, the Bac Ninh Province Department of Transport directed the contractor to mobilize equipment, machinery, manpower, and materials to commence construction on sections with cleared land. They are also tasked with completing the temporary road along the route by October 2024 and coordinating with the People’s Committee of Bac Ninh City to finalize the resettlement plan for 93 households in Khac Niem Ward.

For Component Project 2.3, the Department of Transport, as the investor, is actively directing contractors to mobilize equipment, machinery, manpower, and materials to commence construction on sections with cleared land. They are also coordinating with the People’s Committee of Bac Ninh City to finalize the resettlement plan for 93 households in Khac Niem Ward.

During a field inspection of the project’s sections in Khac Niem, Hap Linh (Bac Ninh City), Ninh Xa, and Nguyet Duc (Thuan Thanh Town), Chi Lang and Yen Gia (Que Vo Town), Chairman of the Bac Ninh People’s Committee, Vuong Quoc Tuan, acknowledged and commended the local authorities’ efforts and determination in implementing site clearance for this key national and provincial project.

Sympathizing with the difficulties and challenges related to compensation and site clearance, as well as the impact of weather conditions and the shortage of sand for foundation filling, Chairman Vuong Quoc Tuan seriously criticized some contractors for their lack of urgency in accelerating construction on sections with cleared land, which has affected the overall progress of the project and the province’s commitments to the Central Government.

Affirming the province’s determination to complete the Ring Road 4 project, Chairman of the Bac Ninh People’s Committee instructed the Department of Transport to direct the investor to coordinate with relevant departments and local authorities to focus on site clearance for residential land, farmland, and land allocated beyond authorized jurisdiction. They should proactively review and develop support and compensation plans for the affected households, with a spirit of providing maximum support within the framework of relevant regulations. The goal is to hand over cleared land to the investor and contractor before November 30, 2024.

“For households eligible for resettlement, ensure that the new accommodation is equal to or better than their previous living conditions. During the transition period, the local authorities should provide financial support for temporary housing and arrange temporary production areas to encourage households to hand over the site promptly, thus accelerating the project’s progress,” emphasized Mr. Vuong Quoc Tuan.

The Department of Transport is responsible for the project’s progress and quality control to the People’s Committee of Bac Ninh Province and its Chairman. They must not allow any delays due to objective factors. The department should direct and supervise contractors to maximize the mobilization of machinery, equipment, and manpower to expedite construction on sections with cleared land. Weekly and monthly construction plans should be developed, and any contractors violating the progress commitments in the contract should be strictly handled. Coordination with the Department of Construction is also necessary to source construction materials that ensure quality, reasonable prices, and minimize transportation distances.
