With an overwhelming majority of votes in favor, Mr. Nguyen Hoa Binh, Mr. Ho Duc Phoc, and Mr. Bui Thanh Son have been confirmed to these important roles.

Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly voted to adopt a resolution approving the Prime Minister’s proposal to appoint a number of Deputy Prime Ministers for the 2021-2026 term, including Mr. Nguyen Hoa Binh, Mr. Ho Duc Phoc, and Mr. Bui Thanh Son.

National Assembly Approves Appointment of 3 Deputy Prime Ministers

With the majority of National Assembly deputies present and voting in favor, the National Assembly passed a resolution approving the Prime Minister’s proposal to appoint a number of Deputy Prime Ministers for the 2021-2026 term for Messrs. Nguyen Hoa Binh, Ho Duc Phoc, and Bui Thanh Son.

Following the completion of the leadership structure, the Government for the 2021-2026 term is led by Prime Minister Pham Minh Chinh and five Deputy Prime Ministers, namely Messrs. Nguyen Hoa Binh, Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, and Bui Thanh Son.

Mr. Nguyen Hoa Binh was born on May 4, 1958, in Hanh Duc commune, Nghia Hanh district, Quang Ngai province. He holds the academic degree of Associate Professor and a Doctorate in Law from the Security Academy.

He is a member of the 13th Politburo; Secretary of the Party Central Committee in the 12th and 13th tenures (since April 2021); a member of the Party Central Committee in the 11th, 12th, and 13th tenures; a member of the Central Steering Committee for Corruption Prevention and Control; a member of the Central Steering Committee for Judicial Reform; and a National Assembly deputy in the 13th, 14th, and 15th legislatures.

Mr. Binh began his career in the 1980s with the Tam Ky District Public Security Division in Quang Nam-Da Nang province.

He then pursued postgraduate studies in the Soviet Union before returning to Vietnam to hold various positions, including Deputy Head and Head of the Industrial Crime Investigation Division; Chairman of the Inspection Committee; Deputy Director, Director, Deputy Secretary, and Secretary of the Party Committee of the Economic Police Department (C15); and Deputy Director-General and Deputy Head of the Investigative Agency of the Ministry of Public Security until early 2006.

Subsequently, he held the following positions: Deputy Director-General of the Police General Department and Director of the Anti-Corruption Investigation Police Department (C37), Secretary of the Party Committee C37, Standing Member of the Party Committee of the Police General Department, and Deputy Head of the Investigative Agency of the Ministry of Public Security until April 2008.

In April 2008, he was appointed as Deputy Secretary of the Quang Ngai Provincial Party Committee (until May 2010) and became the Secretary of the Provincial Party Committee for over a year.

Thereafter, he was elected by the National Assembly as the Chief Prosecutor of the Supreme People’s Procuracy, a position he held for nearly five years.

In April 2016, he was elected by the National Assembly as the Chief Justice of the Supreme People’s Court and has been re-elected to this position until the present.

Mr. Ho Duc Phoc was born on November 1, 1963, in Quynh Thach commune, Quynh Luu district, Nghe An province. He holds a Doctorate in Economics.

He is a member of the Party Central Committee in the 12th and 13th tenures and a National Assembly deputy in the 14th and 15th legislatures.

Mr. Phoc started his career as an accountant at the Quynh Luu Construction Enterprise in his home province of Nghe An and later became the Chief Accountant of the Construction Company No. 7 and the Management Board of the Cua Lo Town Investment Project in Nghe An province.

He spent a significant period of his career in Nghe An province, holding various positions, including Head of the Finance and Price Division of Cua Lo town; Vice Chairman of the Cua Lo Town People’s Committee; Vice Secretary of the Town’s Party Committee and Chairman of the Town’s People’s Committee; Vice Chairman and then Chairman of the Provincial People’s Committee; and Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council from March 2013 to April 2016.

Subsequently, he was elected by the National Assembly as the State Auditor General until April 2021.

After that, he was approved by the National Assembly as the Minister of Finance, a position he currently holds.

Mr. Bui Thanh Son was born on October 16, 1962, in Tay Mo ward, Nam Tu Liem district, Hanoi. He holds a Master’s degree in International Relations.

He is a member of the Party Central Committee in the 12th and 13th tenures; a member of the Standing Committee of the Party Committee of the Central Agencies Bloc; a member of the National Defense and Security Council (since April 2021); an Ambassador of the second class; and a National Assembly deputy in the 14th and 15th legislatures.

Mr. Son joined the foreign service in February 1985 and has served in various positions in the Ministry of Foreign Affairs, including as a specialist at the Ministry of Foreign Affairs and at the Institute of International Relations, Ministry of Foreign Affairs, in the late 1980s.

He then held the positions of specialist, Head of the Europe-America Research Division, Director of the Office, Trainee Deputy Director, and Deputy Director of the Institute of International Relations, Ministry of Foreign Affairs.

From March 2000 to July 2003, he served as a Counselor, Second-in-Charge, and Secretary of the Party Branch at the Embassy of Vietnam in Singapore.

Subsequently, he held the positions of Deputy Director and Director of the Foreign Policy Department of the Ministry of Foreign Affairs for five years.

Before being appointed as Deputy Minister of Foreign Affairs in November 2009, he served as Assistant Minister and Director of the Foreign Policy Department of the Ministry of Foreign Affairs for over two years.

He was assigned as the Standing Deputy Minister from January 2016 to March 2021.

In April 2021, he was approved by the National Assembly as the Minister of Foreign Affairs, a position he currently holds.
