Billions donated to eradicate dilapidated housing in Lam Dong
On August 25, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, attended a ceremony to receive donations for the ‘Eradicate Dilapidated Housing’ program in Da Lat City, Lam Dong Province.
In his speech, the Prime Minister emphasized that the donations from businesses and sponsors to eradicate dilapidated and leaky housing in the province is a noble gesture, reflecting the humane and compassionate traditions of Vietnamese society.
According to statistics, Lam Dong Province has 1,970 poor households, and approximately VND 107 billion is required to eradicate their dilapidated and leaky housing. Thanks to the nationwide emulation movement to “eradicate dilapidated and leaky housing,” Lam Dong Province has received VND 22 billion in donations from agencies, units, and businesses prior to today’s event.
This act demonstrates the clear policies of the Party and State, which prioritize social progress and equity alongside economic growth.
“The year 2025 marks significant events such as the 50th anniversary of the liberation of the South and the reunification of the country, the 135th birthday of President Ho Chi Minh, and the 80th anniversary of the August Revolution and National Day, September 2. Therefore, there is no reason for people to continue living in temporary or leaky housing,” stated the Prime Minister.
For this reason, the Central Emulation and Reward Council has decided to launch a nationwide emulation movement to ‘Eradicate Dilapidated and Leaky Housing’ with the determination to accomplish this goal by 2025,” he emphasized.
During the ceremony, Lam Dong Province received VND 41 billion in donations from businesses to contribute to the ‘Eradicate Dilapidated and Leaky Housing’ emulation movement in the province.
Prioritizing the construction of a highway
In the afternoon of the same day, Prime Minister Pham Minh Chinh and his entourage worked with the Standing Committee of the Lam Dong Provincial Party Committee on the province’s socio-economic development, national defense and security, Party building, and political system in 2023 and the first seven months of 2024, as well as tasks and solutions for the remainder of 2024.
Reporting at the meeting, Mr. Tran Dinh Van, Vice Secretary of the Lam Dong Provincial Party Committee, informed that in 2023, the local economy maintained a growth rate of 5.6%, with a total budget revenue of VND 13,100 billion and a per capita GRDP of over VND 86 million. In the first seven months of 2024, Lam Dong Province achieved a budget revenue of VND 8,293 billion.
Regarding the three highway projects, Tan Phu – Bao Loc, Bao Loc – Lien Khuong, and Nha Trang – Da Lat, Vice Secretary of the Provincial Party Committee requested the Prime Minister’s support in allocating more than VND 2,400 billion from the central budget and allowing the province to apply a mechanism to share reduced revenue for the Tan Phu – Bao Loc highway project. He also sought additional central budget support of over VND 920 billion for the Bao Loc – Lien Khuong highway project.
Additionally, he proposed that the Prime Minister approve the implementation of the Nha Trang – Da Lat highway project before 2030, agree to the state contributing 70% of the investment capital, and assign the People’s Committee of Khanh Hoa Province as the competent authority to implement the project under the public-private partnership format.
“The Ministry of Transport is working with Lam Dong Province to find all possible sources of capital to support the province in implementing the highway projects. The Tan Phu – Bao Loc and Bao Loc – Lien Khuong projects have been approved by the State Appraisal Council, and the adjustments proposed by Lam Dong Province are appropriate. However, we need to coordinate with the Ministry of Finance and the Ministry of Planning and Investment to calculate and allocate capital for each phase accordingly,” said Deputy Minister of Transport Le Anh Tuan.
Concluding the working session, Prime Minister Pham Minh Chinh emphasized the need for ministries and sectors to provide effective support to Lam Dong Province, in the spirit of sharing and resolving difficulties and obstacles together.
Regarding the province’s proposals, the Prime Minister requested the Deputy Prime Minister to invite relevant ministries and sectors to discuss the possibility of prioritizing the construction of one highway first and ensuring its completion.
Focusing on three breakthroughs specific to the locality

, in addition to the three strategic breakthroughs (institutions, infrastructure, and human resources) defined by the Party and State, the Prime Minister requested Lam Dong to focus on three breakthroughs specific to the locality.
Firstly, there should be a breakthrough in science, technology, innovation, and entrepreneurship, applying the achievements of the Fourth Industrial Revolution, especially in the fields of services and agriculture, where the province has great potential and advantages.
Secondly, a breakthrough is needed in the development of the digital economy, green economy, circular economy, sharing economy, and night-time economy, as well as in climate change response, and the development of cultural and entertainment industries.
Thirdly, time should be dedicated to studying and building mechanisms, policies, and incentives to mobilize all social resources and capital from the people and businesses for rapid and sustainable development, especially in infrastructure, healthcare, education, culture, and climate change response.
Regarding specific tasks and solutions, the Prime Minister requested the province to continue improving the investment and business environment, focusing on administrative procedure reform, digital transformation, and the development of e-government, creating a transparent, equitable, and favorable investment and business environment.
Effective provincial planning should be implemented, especially in the development of three dynamic sub-regions and five economic corridors, creating new spaces and momentum for development.
The agriculture sector should be restructured to develop in a green and organic direction, forming value chains. Forest management, protection, restoration, and development should be linked to the management of forest environmental services and the sale of carbon credits. The processing and manufacturing industries should be promoted to increase added value and build brands. Tourism should be developed as a spearhead industry with a variety of tourism products.
Innovation, entrepreneurship, and the development and application of science and technology should be promoted. Human resources, especially high-quality human resources, should be developed and attracted. Administrative reform, digital transformation, and the implementation of Proposal 06 and online public services should be enhanced.
Attention should be paid to preserving and promoting the cultural identity and people of Lam Dong; caring for the lives of ethnic minorities and people in remote areas; ensuring that economic development goes hand in hand with social equity, so that everyone can benefit from development and no one is left behind.
Political security, social order and safety, and national defense should be maintained, and the people should be reassured. The people’s defense and security potential should be promoted, and the people’s trust should be strengthened. Anti-corruption efforts should be intensified for effective development. Attention should be paid to resource management and efficient use, environmental protection, anti-pollution measures, and effective response to natural disasters and climate change, as well as nature and biodiversity conservation.
