An Urgent Meeting About the “Most Beautiful Mansion in Ca Mau”

On August 26, the People’s Committee of Ca Mau province sent an urgent invitation to a meeting regarding the inspection of remedial measures for Mr. H.A.T. (41 years old, from Tan Thanh ward, Ca Mau city), the owner of the “most beautiful mansion in Ca Mau.”

The meeting, chaired by Mr. Le Van Su, Vice Chairman of the Provincial People’s Committee, will be held on August 27 and will include representatives from the Department of Justice, Department of Natural Resources and Environment, Department of Construction, and the People’s Committee of Ca Mau city.

Previously, the Facebook account “Ho Tap” had continuously posted images and clips of the construction process of what was considered the “most beautiful mansion in Ca Mau.” In late 2022, authorities inspected the property and determined that it was built on land that had not been converted for residential use, leading to a request to halt construction.

According to a report by the People’s Committee of Ca Mau city, Mr. T. had constructed the building on two aquaculture land plots without the required land-use conversion. The structure includes a main building with a construction area of 294.79 square meters and three floors (completed at approximately 90%) and a fence-side building with a construction area of 339.74 square meters. After the given deadline for self-demolition, the Ca Mau city People’s Committee proposed a plan for forced demolition of the mansion.

The two land plots owned by Mr. T. are partially rural residential land and partially aquaculture land. According to the 2023 land use plan of Ca Mau city, these land plots are permitted to be converted to rural residential land.

Recently, Mr. T. sent a petition to the Provincial Party Committee and the People’s Committee of Ca Mau province, requesting land-use conversion in accordance with Decision No. 195/QD-UBND dated April 12, 2024, issued by the Ca Mau city People’s Committee, regarding the allowance of land-use conversion for an area of over 583 square meters.

The People’s Committee of Ca Mau city stated that before the specialized agency could implement Decision No. 195, the city People’s Committee issued Decision No. 196 to revoke and annul the previous decision.

Therefore, Mr. T.’s request to implement Decision No. 195 is unfounded. The specialized agency has explained and requested Mr. T. to comply with Decision No. 7309, which mandates land-use procedures for an area of 2,261.58 square meters.

If Mr. T. fails to comply with the land-use procedures as stipulated in Decision No. 7309 for the area of 2,261.58 square meters, he will be compelled to restore the land to its original state before the violation. Additionally, restoration of the land to its pre-violation state is also required for an area of 1,303.22 square meters, which is inconsistent with the city’s land use planning and plan.

The deadline for Mr. T. to comply with the land-use procedures under Decision No. 7309 has passed, but the owner of the “most beautiful mansion in Ca Mau” has not yet fulfilled the requirements. Consequently, the People’s Committee of Ca Mau city has issued a decision to enforce compulsory measures, forcing the owner to implement remedial measures.

Mr. T. has 15 days from the receipt of the decision to comply. If he fails to voluntarily comply within the given timeframe, compulsory enforcement will be carried out in accordance with the law.
