On July 29, the government officially issued Decree No. 100/2024/ND-CP, detailing a number of articles of the Housing Law on the development and management of social housing. The law came into effect on August 1, 2024.
Accordingly, the conditions to enjoy social housing support policies are for those who do not own a house and are determined according to regulations. Neither the applicant nor their spouse (if any) should have their names on the land use right certificate and ownership of assets attached to the land in the province or central city where the social housing project is located at the time of submitting the registration dossier for purchasing or renting social housing.
Within seven days, the office or branch office of the Land Registration Office must confirm the information of the registrant who does not own a house and is not named on the red book in the locality where the social housing project is located.
Also, within seven days, the People’s Committee at the commune level will confirm the income conditions for the investor to register to buy or rent social housing.
Regarding the income of those who want to rent or buy social housing, the previous regulation stated that all family members must regularly not be subject to personal income tax – that is, not exceeding VND 11 million per month. From August 1, employees with a monthly income of no more than VND 15 million will be eligible to rent or buy social housing, an increase of VND 4 million compared to before.
For married couples, the condition to rent or buy social housing is a combined income of no more than VND 30 million per month.
The period for determining income is one year, counted from the time of submitting the registration dossier. This criterion is also simpler than the previous three-year period for determining income.
