The $35 Million Road Project in Bao Loc Falls into Disrepair: A Tale of Wasted Taxpayer Money and Negligence

After a hiatus of almost four years, construction on the Bao Loc bypass road in Lam Dong Province has resumed. Despite significant deterioration, the road remained open to daily traffic, even though the local authorities had imposed a ban.

The $80 million road in Bao Loc falls into disrepair after a 4-year construction halt

The bypass road project in Bao Loc City, Lam Dong Province, with a total investment of $80 million, was commenced in February 2017 and expected to be completed and put into use by 2019. This item was added to utilize the remaining capital from the project to restore and upgrade National Highway 20 through Lam Dong and Dong Nai provinces in the form of a build-transfer (BT) project, as approved by the Ministry of Transport in Decision No. 465/QD-BGTVT dated February 5, 2016.

However, the construction of this bypass road was temporarily halted in October 2020 when about 70% of the project had been completed. The suspension was in accordance with the direction of the Ministry of Transport to await additional capital. The halt in construction has affected the traffic and road safety of local residents.



The road was constructed to Mountainous Grade-III standards to divert traffic from National Highway 20, which passes through the center of Bao Loc City. As the project was halted before completion, the authorities placed barriers and prohibited all vehicles from entering the road. However, some people have moved or overturned the concrete dividers to drive on the road.



After four years of suspension, many sections of the road’s embankments have collapsed during the rainy season or become dumping grounds for household waste.

In August 2023, a long section of the bypass road in Loc Son Ward suffered severe subsidence and damage.

From Km7+740 to Km7+860, the road suffered subsidence and breakage, creating a hole about 1 meter deep and cracks up to 0.5 meters wide, posing a danger to the surrounding residents.

Since 2023, there have been several accidents on this unfinished road, including two traffic accidents that resulted in three fatalities.

However, for convenience, people have moved the warning signs and concrete dividers to use the bypass road.

In late 2023, a motorcyclist died after falling into a broken section of the road. The authorities once again prohibited entry, but many people still use a footpath next to the road to traverse this dangerous area.

To facilitate the completion of transport infrastructure and prevent the waste of already constructed works, the People’s Committee of Lam Dong Province has requested the Central Government to promptly consider the completion of this bypass road project.
