Prime Minister Pham Minh Chinh has issued Directive No. 29 on stimulating domestic consumption, supporting production and business activities, and developing the domestic market.

The directive instructs the Ministry of Industry and Trade to implement measures that strengthen the connection between production and distribution, enhance linkages within the value chain, and ensure compliance with quality and food safety standards. It also emphasizes the formation of purely Vietnamese goods chains.

Regional and nationwide promotional programs should be organized, in coordination with local authorities, to enhance supply-demand connections and distribute OCOP products to remote areas and industrial zones, thus stimulating domestic consumption.

Additionally, the ministry should facilitate connections between domestic enterprises and foreign-invested or large global companies to boost the consumption of domestically produced goods.

The Prime Minister has directed the research and development of dedicated credit products and banking services for the consumption sector, along with increased lending for consumer and lifestyle purposes.

The Ministry of Finance is instructed to collaborate with the Ministry of Industry and Trade to devise solutions for controlling imports through e-commerce, in alignment with Vietnam’s international commitments.

As for the State Bank of Vietnam, the Prime Minister has directed it to manage credit in harmony with macroeconomic developments and to flexibly manage exchange rates in accordance with market movements to stabilize the foreign exchange market. This will contribute to supporting economic growth and controlling inflation.
