On August 29, the Chairman of the Ho Chi Minh City People’s Committee sent an urgent dispatch to the Chairmen of the People’s Committees of Long An, Binh Duong, Dong Nai, and Ba Ria-Vung Tau provinces regarding the completion of the pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project.
To ensure timely deployment and progress in the construction of the Ring Road 4 project, the Ho Chi Minh City People’s Committee requested the Chairmen of the aforementioned provinces to direct their departments and sectors to highly focus and urgently coordinate with Ho Chi Minh City to finalize the project dossier and submit it to the Ministry of Planning and Investment before September 10.

The Ho Chi Minh City Department of Transport, as the leading agency in charge of preparing the pre-feasibility study report, will be the coordinating agency.
The Ho Chi Minh City People’s Committee stated that, following the Prime Minister’s directive to assign the five provinces and cities as the competent authorities for implementing the Ring Road 4 project, the localities have organized and basically completed the pre-feasibility study report for the section passing through their respective areas.
In Notification No. 69 dated April 11, the Ministry of Transport and the provinces agreed to propose that the Ho Chi Minh City People’s Committee take on the role of the focal point for coordinating the implementation of the component projects of the Ho Chi Minh City Ring Road 4; presiding and agreeing with the localities to select a general consulting unit to review and prepare a common assessment report for the projects…
Based on the contents agreed upon by the Ministry of Transport and the localities, on August 12, the Ho Chi Minh City People’s Committee reported and proposed to the Prime Minister special mechanisms and policies applicable to the entire route.
At the working session with the leaders of the People’s Committees of the provinces and cities on August 26, the Minister of Planning and Investment requested the Ho Chi Minh City People’s Committee to coordinate with the localities to finalize the pre-feasibility study report for the entire Ho Chi Minh City Ring Road 4, with a total length of 207 km, passing through five provinces and cities.
The overall project dossier will be submitted to the competent authorities for appraisal and then to the National Assembly for deciding on the investment policy during the October 2024 session.
The investment policy decision will determine the component projects passing through Ho Chi Minh City, Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Long An. The component projects will be assigned to the localities for implementation (similar to the Ho Chi Minh City Ring Road 3 Project).
The Ho Chi Minh City Ring Road 4 Project is approximately 207 km long, with a total estimated investment of VND 130,000 billion. This is the largest road transport project in the Southeast region to date.
