A Clear Legal Advantage
The recent groundbreaking ceremony for the Stella Icon luxury apartment project, with an investment of 440 billion VND, showcased KITA Group’s efforts in developing KITA Airport City into a modern and sustainable urban area for the people of Can Tho.
Mr. Nguyen Duy Kien, Chairman of KITA Group’s Board of Directors, shared that the group’s projects always adhere to three core values: solid legal foundation, smart solutions, and a civilized and friendly community.
“For Stella Icon, the construction permit granted by the Can Tho City Construction Department to KITA Invest is the legal basis for us to commence construction and complete the project promptly,” said Mr. Kien, expressing his vision for the project, which is expected to be handed over in Q1 2026. “It will cater to the needs of residents seeking convenient and environmentally friendly living spaces within a civilized community.”
It is known that the Stella Icon project received approval for its investment proposal and investor on July 6, 2022, as per Decision No. 1948/QD-UBND by the Can Tho People’s Committee. The construction permit, No. 05/GPXD, was issued by the Can Tho City Construction Department on July 25, 2024. The project is located on Plot 690, Map Sheet No. 39, in accordance with the 1/500 Planning of Binh Thuy Residential Area, Binh Thuy District, Can Tho City. Additionally, the project has received approval for its height clearance from the Tactical Department (Decision No. 434/TC-QC dated August 28, 2019) and its environmental impact assessment from the Can Tho People’s Committee (Decision No. 1145/QD-UBND dated May 27, 2021)
Apart from its solid legal foundation, Stella Icon also appeals to investors with its smart solutions and civilized, friendly community. The apartments feature advanced and highly applicable technological solutions, embracing digitalization trends to provide residents with a convenient and modern lifestyle, manageable via their smartphones.

Well-Planned Urban Planning for KITA Airport City
Stella Icon’s attraction extends beyond its legal robustness, as investors also highly appreciate its inheritance of the well-planned amenities within KITA Airport City.
Spanning 150 hectares, KITA Airport City is strategically located on Lac Long Quan Street in Binh Thuy District, just 3km from Can Tho International Airport. It is envisioned to become an airport urban area with unique services linked to the Can Tho International Airport. The urban area is buzzing with important administrative, security, educational, medical, commercial, and entertainment functions. Notably, a green urban ecosystem is fostered with a low construction density of only 37% and 10,000 mature trees, creating a communal space that connects the community.
Speaking at the recent groundbreaking ceremony for Stella Icon, Mr. Duong Tan Hien, Vice Chairman of the Can Tho People’s Committee, highlighted the city’s favorable policies and development plans. These include Resolution No. 59-NQ/TW by the Politburo on developing Can Tho City by 2030, with a vision towards 2045. According to Mr. Hien, these advantages position Can Tho as the region’s focal point and the nucleus of the Mekong Delta region. “The well-planned urban planning makes Can Tho an attractive investment destination for smart city models,” he added.
Can Tho is the economic, cultural, and transportation hub of the Mekong Delta region.
In 2023, crucial transportation projects were operational, including the expansion of National Highway 91 through Binh Thuy District. This project improved connectivity between the port, the Tra Noc Industrial Park, and Can Tho Airport with surrounding areas. Additionally, Can Tho is pushing forward with the expansion of five key intersections, creating an infrastructure advantage to attract investors in commercial, tourism, and logistics services. With the city’s advantages and KITA Group’s efforts in smart and sustainable development, KITA Airport City is poised to become a modern hub, driving commercial, service, and tourism growth for thousands of residents.
