The global race for semiconductor dominance is on, and Vietnam has a unique opportunity to join the global semiconductor technology chain. As shared by Mr. Nguyen Tu Quang, Chairman of Bkav Corporation, with VnEconomy, the world’s largest chip manufacturer, TSMC from Taiwan, is expanding its backup factories, and Vietnam should seize this chance to invite them to set up base in the country.
Mr. Quang emphasized that TSMC’s presence in Vietnam would bring with it a high-tech ecosystem. He expressed confidence that Vietnam could offer more than just financial incentives, such as stable geopolitics, to attract TSMC. While TSMC may require government investment, Mr. Quang pointed out that the best solution now lies in Vietnam, as even with billions of dollars in investment, the US, Japan, and Europe have not necessarily succeeded in building factories.
To grasp this opportunity, Vietnam must display enthusiasm and a sincere willingness to cooperate. If TSMC expresses a need for talent, Vietnam should not hesitate to call back its best engineers from around the world. Instead of attracting them with money, Vietnam should focus on convincing them with passion, sincerity, and long-term sustainable advantages.
Mr. Quang also highlighted the urgency of the matter, stating that Vietnam is in a crucial phase and must concentrate all its resources, including the government and businesses, to prove that the country is fully capable of supporting TSMC’s long-term and sustainable development.
Vietnam is on the cusp of a significant opportunity to develop its semiconductor industry, with the participation of numerous leading global technology groups. According to the Ho Chi Minh City Center for Science and Technology Information and Statistics, more than 50 semiconductor companies are already operating in Vietnam, including industry giants such as Intel, Amkor, and Hana Micron (in packaging and testing); Ampere, Marvell, Cadence, Renesas, Synopsys, and Qorvo (in design); and Lam Research and Coherent (in equipment manufacturing). Some domestic companies like Viettel, FPT, and VNChip have also ventured into the semiconductor industry.
In July 2024, the People’s Committee of Ho Chi Minh City met with NVIDIA Corporation from the US to discuss the development and application of AI Cities technology and the establishment of training organizations to enhance AI skills in various sectors, including technology, education, and healthcare. FPT and NVIDIA also signed a strategic cooperation agreement, which includes a $200 million investment to build an AI Factory in Vietnam.
In the same month, the southern province of Dong Nai granted investment registration certificates to three semiconductor projects of Coherent Vietnam, a subsidiary of Coherent, Inc. (US), with a total investment of $127 million. These projects are expected to contribute significantly to the development of the semiconductor industry in Vietnam.
Marvell Technology, a US-based company, is also expanding its chip design centers in Vietnam, with a new center in Da Nang following two existing centers in Ho Chi Minh City. Additionally, Tokyu Corporation, a Japanese investor, announced in April 2024 that it would establish research groups to explore investments in new fields such as high-tech and semiconductors in Binh Duong province, where it has already invested $1.2 billion in real estate projects.
Earlier, at a seminar organized by the National Innovation Center (NIC) on August 9, the Minister of Planning and Investment, Nguyen Chi Dung, emphasized the need to prioritize massive investments in high-quality human resources development for the semiconductor industry. He highlighted the importance of the semiconductor industry as a foundation for the modern economy and the key to the technological revolution. The ministry has proposed to the Prime Minister a project to develop 50,000 semiconductor engineers by 2030, with a vision towards 2050.
In line with the goal of training 50,000 semiconductor engineers by 2030, Mr. Truong Gia Binh, Chairman of FPT Corporation, committed to training 10,000 personnel. FPT is actively engaged in training programs, ranging from short courses to college and university degrees, and is collaborating with partners from the US, Japan, and Taiwan to enhance human resource development in this field.
