The Tam Trinh Road construction project was approved for investment by the Hanoi People’s Committee in 2012. The 3.5km road, connecting Minh Khai Street to Ring Road 3, was estimated to cost VND 2,066 billion.
According to the Hoang Mai District People’s Committee, the project commenced in 2016 and was expected to be completed within three years. However, various challenges halted construction, and in December 2023, the Hanoi People’s Committee issued a decision to adjust the project, increasing the investment capital to VND 3,354 billion. The implementation period was also extended to span from 2016 to 2026, a seven-year delay from the initial plan.

Following the project adjustment, the Hoang Mai District Project Management Unit, the District Land Development Center, and three wards (Hoang Van Thu, Mai Dong, and Tam Trinh) intensified their focus on land clearance.
Mr. Do Minh Tam, Chairman of the Tam Trinh Ward People’s Committee, shared that the project route covers 1.3 km in the ward, affecting nearly 1,300 cases of land clearance. Of these, 800 cases involve agricultural land, and the rest is residential. “The west side of Tam Trinh has completed land clearance, while the east side, concerning 201 households, has 146 households yet to agree on compensation,” Mr. Tam said.
Despite the challenges, Mr. Tam assured that they are determined to meet the target set by the Hoang Mai District Party Committee to complete land clearance by October 1, 2024. They are employing various solutions, focusing on propaganda and encouraging project-affected residents to hand over their land. Additionally, with the Land Law of 2023 in effect, a council must be established to determine the initial land registration, including land use purposes, duration, and other factors.
“The households have requested the city to apply a uniform compensation policy for the project. While the route passes through different wards, the compensation rates vary, causing dissatisfaction among residents,” Mr. Tam explained.
Mr. Tam also mentioned that the ward is simultaneously working on land clearance for five other projects. As a result, district officials are working tirelessly, even on holidays and after hours, to propagate and motivate residents to hand over their land for the projects.
The Hoang Mai District People’s Committee has issued land recovery notices to 146 households for this project. They have also conducted surveys, measurements, and approved 186 plans in Mai Dong Ward, demolished ten structures and Mai Dong market stalls, confirmed land origins for 49 households, and drafted 107 plans in Hoang Van Thu Ward. As per the Hoang Mai District Party Committee’s directive, land clearance must be completed by October 1, 2024.
