To achieve the target of an average annual GRDP growth rate of over 10.1% in the 2021-2030 planning period, Thanh Hoa Province is expected to need to mobilize a total of VND 1,650 trillion in social investment capital.
This is one of the main contents of Decision No. 929/QD-TTg dated August 31, 2024, on the Plan for implementing the Planning of Thanh Hoa Province for the period of 2021-2030, with a vision to 2045, which was recently issued by Deputy Prime Minister Tran Hong Ha.
The Plan was issued to effectively implement Decision No. 153/QD-TTg of the Prime Minister approving the Planning of Thanh Hoa Province for the period of 2021 – 2030, with a vision to 2045.
Assigning responsibilities between Thanh Hoa Province and the central ministries and sectors to ensure the effective implementation of the Provincial Planning. Synchronizing the system of planning in the province; ensuring consistency between the Provincial Planning and the National Master Plan.
One of the main contents of the Plan is to review and revoke the planning on investment in the development of goods, services, and specific products, specifying the volume and quantity of goods, services, and products to be produced and consumed in the locality, as well as the planning that is no longer suitable to the reality and legal regulations; publicly announcing the list of planning integrated into the Provincial Planning that has expired as prescribed in Clause 59 of the Law on Planning.

By 2025, complete the review, formulation, and adjustment of urban and rural planning and technical and specialized planning in Thanh Hoa Province in accordance with the law, ensuring synchronization and consistency with the approved Provincial Planning.
The Decision clearly states the principle of determining investment projects, giving priority to infrastructure projects with great spillover effects, especially strategic transport infrastructure of the province, ensuring modernity, synchronization, and promoting inter-regional and intra-regional links; infrastructure of Nghi Son Economic Zone and industrial parks; infrastructure for healthcare, education, culture, sports, social security, and science.
Continue to prioritize investment in completing irrigation, dyke, water supply, waste and wastewater treatment, healthcare, education, social security, national defense, security, environmental protection, disaster prevention and mitigation, adaptation to climate change and sea-level rise infrastructure; support the implementation of green and sustainable development goals; pay attention to investing in infrastructure for socio-economic development in ethnic minority and mountainous areas of the province.
In the field of industry: Chemical production, post-oil refining, oil refining auxiliaries; metallurgy, mechanical engineering; energy industry; electronic devices, telecommunications equipment, automation equipment in production; medical equipment and pharmaceuticals; construction materials production industry; textiles, footwear and garments (in mountainous areas); and accessories for the garment and footwear industries.
In the field of agriculture: Large-scale commercial agricultural production with high quality associated with the development of raw material areas and product processing; projects on high-tech, intelligent, and organic agriculture, production according to value chains; attracting projects on the preservation and processing of agricultural and forestry products for export; projects on the production of feed and feed ingredients and aquatic product processing.

In the field of services: Tourism projects, high-class resorts associated with strengths in sea and eco-tourism; attracting projects on software development, digital technology, commerce, and logistics services in the key economic regions of the province.
The People’s Committee of Thanh Hoa Province is assigned to organize the announcement and widespread propagation of information to the people, concerned agencies and organizations, domestic and foreign investors, and direct the implementation of the Plan for realizing the Planning of Thanh Hoa Province for the 2021-2030 period, with a vision to 2045, thereby creating consensus and favorable conditions for the implementation of the development projects that have been identified in the Planning.
Study, build, and promulgate within their competence or submit to competent authorities for promulgation of mechanisms, policies, and solutions to implement the tasks that have been identified in the Plan for implementing the Planning of the province.
Proactively review and promptly submit to the Prime Minister for consideration the adjustment of the Provincial Planning to suit the practical situation and local conditions./.
